Standard hours are Monday–Friday, 8:00 a.m.–5:00 p.m.; a four 10-hour day schedule may be available.

NATURE OF WORK: The City Engineer is under general direction and manages the activities and operations of the Engineering Division; responsible for a variety of work assignments related to civil engineering, surveying, drafting, technical studies, report preparation, and production of maps, drawings, plans, and details for streets, water, wastewater, irrigation, traffic control, and storm drainage facilities.

  • Ability to listen to, read, understand, and communicate the English language both orally and in writing so others can understand, such as correspondence, report writing, and emails.

  • Oversees and performs professional engineering services for development review of public improvements; oversees the design and construction of capital improvement projects for various City departments.
  • Supervises design, review, and inspection of private and City construction projects to ensure compliance with City standards and specifications, including streets, pavement design, drainage design, landscaping, utilities, grading, and related items.
  • Reviews the work of consultants and ensures the timely completion of projects within the established budget. Reviews and advises on contract change orders.
  • Provides reviews for annexations, platting, developer’s agreements, and related development requirements and agreements.
  • Meets with developers, design engineers, and contractors, to resolve design and construction issues to meet City’s standards and specifications.
  • Performs and oversees engineering studies and calculations for possible infrastructure construction by the City; reviews and approves construction plans, drainage reports, and utility studies. Prepares and delivers graphic presentations and illustrations for reports and studies.
  • Develops and monitors annual work plans for capital improvement and development review sections. Resolves technical problems related to the design and construction of capital improvements.
  • Represents the City in meetings with professional organizations, other public agencies, and the public; serves on City Manager appointed committees; meets and confers with groups and organizations concerning municipal issues and services assists City Leadership in assessing local needs and updating the strategic plan for the future of the department, the City, and the community.
  • Maintains a thorough knowledge of federal and state laws, local statutes, ordinances, standards, procedures, and trends related to division’s functions, and ensures their implementation.
  • Performs the duties of Floodplain Administrator or supervises City designated Floodplain Administrator.
  • Represents the City in regional groups concerning transportation, water quality, air quality, and stormwater management. Serves as the City representative on various boards.
  • Knowledge of engineering principles, drafting techniques, equipment, materials, and procedures.
  • Knowledge of the Colorado Department of Transportation (CDOT) standard specifications for bridge and highway construction.
  • Knowledge of water, wastewater, and stormwater master plans and comprehensive plans.
  • Skill in interpreting engineering construction plans, specifications, and contract documents.

EDUCATION, EXPERIENCE, AND LICENSURE

Required:

  • Bachelor’s degree in civil engineering or related field; equivalent combinations of education and experience may be considered.
  • 7 or more years of experience in Civil Engineering.
  • Valid Colorado Driver’s License or ability to obtain within six months of hire.
  • Colorado Professional Engineering (PE) License or ability to obtain within six months of hire.
  • Ability to obtain Floodplain Manager Certification (CFM) within one year of hire.

Preferred:

  • Bilingual in English and Spanish.
  • Experience in public/municipal sector. 
  • Master’s degree in civil engineering, Public Administration, or related field.
  • Project Management Professional (PMP) certification.

While performing the duties of this job, the employee is required to sit for prolonged periods. The employee is regularly required to exercise visual concentration, listen, talk, stand, reach, twist, and demonstrate manual dexterity. The employee is required to focus attention on tasks without losing concentration or becoming distracted by surrounding activities and interruptions. The employee is also required to kneel, squat, stoop, push, pull, and lift up to 80 pounds on an occasional basis. Work is generally performed in an office setting.
