This position performs critical inspection and administrative duties relating to enforcement of the City's zoning, environmental, nuisance, camping, rental housing and State building codes.

Two years of general experience involving code enforcement, zoning, land use, and/or construction activities.
Education
High school degree or G.E.D. equivalent. Coursework in arboriculture, landscaping and related topics desirable.

License
Valid Oregon driver’s license (or, the ability to obtain by date of hire); must pass driving records check and, if hired, maintain a driving record that meets the City’s standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).

Duties are performed in an office environment and in the field during investigations. Field work may involve exposure to a variety of conditions including inclement weather, noxious vegetation, construction site hazards, animals, dust, noise, odor and cramped quarters. Required to bend, reach, climb and walk on uneven terrains and vegetated slopes to complete inspections. Occasionally lift up to 20 pounds. Operate vehicle on public roads or rights-of-way.
Bilingual Pay Benefit
Per the AFSCME contract, the City shall pay an employee an additional 5% for a required intermediate or advanced level competency. To qualify for bilingual pay, the employee must have demonstrated fluency in the required language and successfully pass a fluency examination administered by the City's Employee Resource Center division.

- Reviews complaints of alleged violation(s) of code; researches, analyzes, and determines the location and nature of violation.
- Coordinates and conducts investigations and inspections of properties and structures with property owners, tenants, building inspectors, public health officials, police and other local agencies.
- Evaluates and determines whether a violation has occurred, and the best approach to facilitate compliance with requirements.
- Operating a vehicle is an essential duty of this position to perform field inspections. Employees are expected to operate a vehicle on a daily basis.
- Responds to public inquiries, addresses questions and complaints, and takes appropriate measures.
- Provides information to internal and external customers regarding code regulations and procedures.
- Writes information letters, enforcement orders, civil penalty notices and statements.
- Document code violations with photographs and maintains accurate descriptive case files field notes, and records; develops, maintains, updates and closes case files when appropriate.
- Calculates and recommends civil penalties against responsible parties that may result in collection actions, property liens and foreclosure. Prepares cases for legal action, if necessary. Provides testimony and evidence at appeal and Landlord Tenant Court hearings.
- Issues Stop Work Orders and posts public abatement notices.
- Manages nuisance abatement projects. Oversees the work of abatement contractors in the field to achieve code compliance.
- Responds to and inspects unsafe, unhealthy or inadequate housing; posts dangerous buildings and may authorize disconnection of utilities in unsafe conditions.
- Coordinates with police, contractors and other agencies to secure unsafe premises and assist with displaced occupants.
- May inspect trees to assess construction damage, preservation potential and hazard conditions.
- Inspects development sites for compliance with land use and zoning conditions established through building and land use permit approvals.
- Researches property ownership and history, permit records, applications, land use agreements, case history and historical records.
- Performs abatement of obstructions of the public right-of-way.
- Identifies and removes illegal signs from poles, median strips and planter strips. Notify and educate realtors, homeowners, businesses and politicians about local sign code requirements.
- Prepare and file lien notices with Finance Department.
- Approaches inspections with an understanding of the diversity of citizen and group perspectives. Actively supports and respects diversity in the workplace.
