POSITION SUMMARY

The Utilities Superintendent, under the guidance of the Manager, is responsible to assist in a variety of managerial, skilled, technical, supervisory, and administrative work in the planning, construction, operation, repair, maintenance, and replacement of municipal wastewater collection and water distribution systems. As a representative of management supports the mission, vision, strategic plan, goals, and decisions of the Department and City.

REPORTING RELATIONSHIPS

Reports to: Utilities Manager 

Direct Reports: Utility Technicians, Foreman, Analyst, Pipelayer

DUTIES AND RESPONSIBILITIES

The Utilities Superintendent exercises supervision over and provides for the development of assigned employees. Supports the management of human resources, asset management, inventory processes, equipment acquisition, staff training and development, program management, adherence to regulatory agencies, and customer satisfaction. Ensures reliable, safe, water and wastewater services that are compliant with regulatory agencies and customer expectations. Recommends actions related to hiring, discipline, advancement, or other changes in employee status, and assists in the preparation, administration, and monitoring of the department budget.

Essential Duties & Responsibilities

  • Assist in defining, implementing, and managing the performance of water distribution system and wastewater collection system maintenance and repair programs and emergency response protocols

  • Plans, organizes, and directs the operations of the Asset Management section within D&C. Oversees the development and implementation of an asset management program that incorporates a comprehensive computerized work management system. Schedules and prioritizes work activities

  • Coordinates utilities asset management activities and communications; collaborates with engineering, natural resources, and operations division colleagues as well as outside agencies and organizations and other City Departments regarding the preventative maintenance, rehabilitation, repair, or replacement of municipal assets

  • Develops and presents training materials and other program documentation

  • Motivates, directs, evaluates, and disciplines employees, makes recommendations concerning employee performance including, actions related to hiring, discipline, advancement, and other changes in employee status

  • Supervises, assigns, and trains staff to meet City requirements, local, state, and federal regulations

  • Plans and directs work needed to achieve department stated goals and objectives

  • Assist in monitoring State, Federal regulations, and industry trends to define appropriate goals and objectives and ensure compliance with applicable standards and regulations.

  • Instructs personnel in safety procedures and ensures safety procedures are followed

  • Recommends and identifies, develops, and implements policies and programs

  • Assist in establishing a system for periodic review of policies to determine when modifications are necessary

  • Recommends and/or manages infrastructure rehabilitation projects and improvements

  • Reviews plans and specifications for capital projects to assess operational impacts and costs. Participates in construction coordination committees

  • May coordinate capital construction activities such as progress reporting, contractor meetings, permitting activities, inspections, project closeout, and calendars to ensure that all phases of construction projects are completed within specifications, cost parameters, and with minimal interruptions to services

  • Participates in planning, design of capital projects, and development of specifications for soliciting contract proposals

  • Monitors work of project managers, engineers, contractors, and inspectors

  • Coordinates resources and activities with other departments, agencies, and customers

  • Assist in the supervision and control of the maintenance of equipment, materials, supplies, and other resources

  • Recommends and implements purchasing contracts with specifications to control costs and simplify the purchasing process

  • Reviews equipment and material specifications to optimize resource utilization

  • Exercises purchasing authority

  • Oversees contractor performance and administrative tasks

  • Serves as backup to the Utility Manager as needed

  • Serves on various employee and other committees as assigned

  • Performs all other duties as assigned

  • Ensure materials and equipment for the project are planned for and delivered on time

  • Critical documents, local rules and permits are complete, delivered and/or posted

  • Ensure that utility locations are identified for crews and sub-contractors

  • Ensure that work and quantities completed are verified with Foreman and Sub-contractors

  • Monitor and communicate changes in the scope of a project and opportunities for additional savings to the city and the residents in Englewood

  • In collaboration with the Construction Manager, communicate the work schedule to the customer as required; supervise sub-contractors and vendors on the Project Site

  • In collaboration with Utilities teams, notify residents of work schedules, and ensure the processing of crew and sub-contractor logs, safety documents, etc.

  • Ensure construction execution complies with plans and specifications

  • Attend pre-construction and other meetings related to city projects

    PERFORMANCE OF THE ESSENTIAL FUNCTIONS OF THIS POSITION REQUIRES:

    • Ability to make rational decisions through sound logic and deductive reasoning

    • Ability to work independently and manage time effectively, determine priorities, recall directions and details, and follow-through to complete performance of essential functions

    • Ability to effectively prioritize project assignments, track, and report project status for multiple projects

    PREPARATION AND TRAINING

    Education:

    • High school education or GED, bachelor’s degree desired in construction management, civil engineering or related field or equivalent years of experience in a closely related field.

    Work Experience:

    • Considerable experience with a minimum of 5 years’ experience related to the construction, repair, and maintenance of water distribution or wastewater collection or treatment systems including the operation of related maintenance equipment required or public utility management.

    Certification and/or Licensures:

    • Distribution or Wastewater Collection Certifications or equivalent preferred. Must demonstrably show work towards acquiring certifications up to level four. (D&C)
    • Valid State motor vehicle operator’s license and acceptable driving record required.
    • Must obtain a CDL class A within 180 days. (Excavation)
    • Experience can be substituted for requirements.

    KNOWLEDGE, SKILLS, AND ABILITIES

    Knowledge:

    Advanced knowledge of:

    • Traffic plans
    • Isolation and bypass plans
    • Construction execution
    • Equipment, facilities, materials, methods, maintenance, and procedures used in wastewater collection and water distribution systems
    • Sewer pipe installation and repair
    • Pump station operation and maintenance
    • Water pipe installation and repair

    Working knowledge of:

    • Gate valve repairs and replacement
    • Fire hydrant repairs and replacement
    • Water taps sized ¾” to 2”
    • Pipework, including laying, cutting, bolting

    Skills and Abilities:

    • Ability to create an ethical, non-discriminatory, and safe work environment
    • Ability to use Word, Excel, CIS, CMMS, GIS, and other software programs
    • Ability to communicate effectively, both in oral and written format with property owners, supervisors, employees, and members of the general public

    Computer Skills Advanced skills needed to work in a high technology environment, work with Computerized Maintenance Management System and other computer periphery equipment.

    Communication Strong skills needed to communicate both verbally and in writing. Ability to write reports and correspondence, and give direction, guidance and informal presentations. Ability to establish and maintain effective working relationships with co-workers, other city departments/divisions, management, public officials, contractors, vendors, and the general public.

    Analytical – Advanced skills needed to determine maintenance and repairs needed; resolve problems. Strong skills needed to interpret technical manuals, specifications, blueprints, schematics, and mechanical drawings.

    Mechanical Strong skills required to work with the tools and equipment used in maintenance, repair, and construction.

    Project Management – Strong skills needed to plan, direct, and organize the work of staff, and enact long range plans up to 5 years.

    General Management – Strong skills needed for budget management. Also needed for policy and procedure development and administration.

    Mathematical – Strong skills needed to use mathematical formulas and conversion tables.

    PRINCIPAL WORKING RELATIONSHIPS

    Interacts and works with the Deputy Director O&M Water Utilities, City employees, suppliers, vendors, service providers, consultants, customers, citizens, and members of the general public

    TOOLS AND SPECIAL EQUIPMENT

    Computers, including Microsoft Office suite software, detection devices, mobile radio, telephone, copiers, and other standard office equipment.

    WORKING CONDITIONS AND PHYSICAL REQUIREMENTS

    Work is performed primarily inside. Can work near moving mechanical parts; exposed to fumes, airborne particles, and various chemicals, some of which may be toxic. The employee is exposed to various conditions including noisy, hot, and cold, hazardous conditions, and confined spaces.

    SALARY PAY RANGE

    $96,624.32 to $144,936.69/Annual Salary
