POSITION SUMMARY

The Industrial Pretreatment Specialist plays a key role in protecting the wastewater treatment system, public health, and the environment by ensuring commercial and industrial facilities comply with local, state, and federal pretreatment regulations. In this role, you will work directly with businesses and partner agencies to conduct inspections, manage industrial wastewater permits, evaluate compliance through sampling and data analysis, and help solve complex wastewater challenges. As part of the South Platte Renew team, you will also have opportunities to contribute to innovative initiatives such as SPR’s PARC program, supporting a forward-thinking utility that values collaboration, continuous improvement, and leading-edge solutions in the water sector.

Industrial Pretreatment Specialist II: Independently manages industrial wastewater permits and conducts detailed inspections of industrial facilities to ensure compliance with municipal codes and federal pretreatment regulations. Serves as a technical resource to internal staff, industry representatives, and the public while coordinating with local, state, and federal agencies. This role also evaluates compliance histories, recommends enforcement actions when necessary, and helps ensure the wastewater treatment plant meets regulatory permit requirements. 

Industrial Pretreatment Specialist III: Provides advanced technical expertise and leadership for the Industrial Pretreatment Program, including oversight of complex regulatory compliance issues and interpretation of federal and local regulations. Leads technical investigations, prepares regulatory reports for state and federal agencies, and contributes to ordinance updates and program strategy. This level mentors staff and helps guide long-term planning to ensure the program meets evolving regulatory and operational needs.

REPORTING RELATIONSHIPS

Reports to: Industrial Pretreatment Administrator

KEY RESPONSIBILITIES

Industrial Pretreatment Specialist II:

  • Independently manage industrial wastewater permits, including permits for Significant Industrial Users (SIUs), ensuring compliance with federal and local regulations.
  • Conduct detailed inspections of industrial facilities, review operational records and spill prevention plans, and evaluate compliance with permit conditions.
  • Analyze compliance histories and recommend enforcement actions when violations occur, including preparing enforcement notices.
  • Serve as a technical resource to internal staff, businesses, and partner agencies regarding pretreatment regulations and program requirements.
  • Coordinate initial inspections and assist in ensuring the wastewater treatment plant maintains compliance with NPDES permit requirements.

 Industrial Pretreatment Specialist III:

  • Provide advanced technical expertise in federal Industrial Pretreatment regulations and municipal codes and ensure program documents are legally and technically defensible.
  • Lead complex investigations, special studies, and regulatory reporting to state and federal agencies.
  • Support program development activities, including ordinance updates and evaluation of regulatory compliance requirements.
  • Mentor and provide guidance to other pretreatment staff while serving as a key resource for internal and external stakeholders.
  • Contribute to strategic planning and program direction to support evolving regulatory requirements and organizational goals.

QUALIFICATIONS

Education and Work Experience: 

Specialist II:  Bachelor’s degree in Biology, Chemistry, or Environmental Science, or Civil, Mechanical or Environmental Engineering, or other related program. Three (3) years’ experience in an Industrial Pretreatment Program or related environmental regulatory field

 Specialist III: Bachelor’s degree in Biology, Chemistry, or Environmental Science, or Civil, Mechanical or Environmental Engineering, or other related program. Seven (7) years’ experience in an Industrial Pretreatment Program or related environmental regulatory field including permitting and regulatory compliance evaluation.

 All: Required Driver’s License: Valid Colorado driver’s license and a clear or acceptable MVR

*An equivalent combination of education, training and relevant job experience may be substituted.

Knowledge, Skills, and Abilities:

 Successful candidates will typically demonstrate:

  • Knowledge of wastewater treatment systems and industrial pretreatment principles.
  • Understanding of federal, state, and local environmental regulations related to wastewater discharges.
  • Ability to conduct facility inspections and interpret technical materials such as blueprints, piping diagrams, and process flow diagrams.
  • Experience collecting or evaluating environmental samples and maintaining chain-of-custody documentation.
  • Strong analytical and mathematical skills to interpret compliance data and support regulatory determinations.
  • Proficiency with Microsoft Office tools such as Excel, Word, and PowerPoint; experience with databases or GIS tools (e.g., ArcGIS) is a plus.
  • Strong communication and customer service skills for working with businesses, government agencies, and the public.
  • Ability to manage multiple projects and regulatory deadlines while maintaining accurate documentation.
  • Ability to perform detailed technical work with a high degree of accuracy.
  • Ability to work safely in field environments, including industrial facilities and confined spaces.

 

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS

Work is performed mostly in the office with some field work.  The employee will be exposed to various weather conditions including wet, hot, and cold conditions.  The employee will be exposed to various environmental conditions which may include excessive noise; solvents, grease, oils; slippery or uneven walking surfaces.  Confined space entry may be required. Work is performed in an office, outside, and in an industrial environment. Occasional off hour response is required for this position.

ANNUAL SALARY

Specialist II: $72,512 - $108,768 annually

Specialist III: $79,928 - $119,892 annually
