Your Role in Parks, Recreation & Cultural Arts
The Management Analyst I/II/III supports the fast-paced work of the Parks, Recreation & Cultural Arts Department by performing a broad range of financial, budgetary, administrative, and policy analysis tasks. The role requires strong multitasking skills, the ability to shift priorities quickly, and comfort managing several projects at once. You will work both independently and collaboratively to advance programs and initiatives that directly benefit the community.
The ideal candidate is analytical, organized, and an effective communicator with a passion for public service. They excel at research, data analysis, project management, and developing practical recommendations. They are confident working with budgets, contracts, and diverse stakeholders. At the II and III levels, candidates bring deeper experience in complex analysis, budgeting, program leadership, and high-level project or policy work. Across all levels, successful candidates thrive in a dynamic environment and demonstrate initiative, sound judgment, and strong problem-solving abilities.

Training and Experience (position requirements at entry):
Bachelor’s Degree in a related field and one year of related professional staff support, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. A Master’s degree may be preferred for some positions.
In addition to the above experience, Level II requirements include:
Candidates may be recruited from outside the Encinitas personnel system (open competitive recruitment) at the Management Analyst II level with the necessary qualifying combination of education and at least two years of journey level professional experience that is directly applicable to the work assignment. Candidates initially recruited at the Management Analyst II level should meet all or almost all of the departmental criteria for advancement of an incumbent from Management Analyst I to Management Analyst II.
In addition to the above experience, Level III requirements include:
Candidates are not typically recruited from outside the Encinitas personnel system (open competitive recruitment) at the Management Analyst III level. Extraordinary, position specific, qualifications are required before a candidate may be recruited at the Management Analyst III level.
