The City of Oceanside is accepting applications for current and future vacancies for the position of Administrative Analyst I. There is currently one vacancy in the Parks and Recreation Department.

The ideal candidate should have initiative, excellent analytical, writing, and communication skills; ability to work self-sufficiently; aptitude for administering many projects at once; and, an affinity for process improvement and efficiency creation.


Examples of Duties

The Administrative Analyst is the entry-level class in the Administrative Analyst series, performs professional level administrative and analytical work in the areas of departmental management, budget and operations. Additional duties include conducting administrative, analytical and special studies; preparing reports and making recommendations; assisting in budget preparation and reviewing budget requests; assisting in analyzing revenue sources; coordinating departmental activities and administering agreements with outside consultants, contractors or governmental agencies; identifying and applying for grants; studying space allocations and resources utilization; analyzing and recommending improved methods and procedures; providing advice and assistance to departments regarding administrative practices; working with citizen groups and commissions; and preparing reports and correspondence; initiating and conducting research, developing systems/procedures for assigned functions, and monitoring and revising as necessary; assist in monitoring contracts for compliance; preparing reports, procedures manuals and correspondence; supervising paraprofessional or clerical staff; and carrying out assignments with minimal supervision.

Minimum Qualifications

Knowledge of:


  • Public administration policies, practices and procedures, including personnel and fiscal management procedures.
  • Multiple software systems to help manage the department budget.
  • Statistical and research methods.
  • Administrative survey techniques.
  • Computer applications related to analysis.
Ability to:

  • Interpret, analyze and solve operating problems of organization and management.
  • Collect and evaluate data, draw valid conclusions and project consequences of various alternative recommendations.
  • Operate personal computer with proficiency and familiarity.
  • Communicate effectively, orally and in writing.
  • Prepare complex reports and analyses.
  • Maintain effective relationships with those contacted during the course of work.
  • Reason logically to analyze and solve operating problems.
  • Identify grant oppertunities and write grants on behalf of the department.
  • Serve as liaision to the Parks and Recreation Commission.

Experience and Training
Experience: One year professional level experience in administrative or management analysis. Highly desirable experience in recreation administation and/or management.
Training: A Bachelor's degree from an accredited college or university in Public Administration, Business Administration or a closely related field. Highly desirable for a degree in Parks and Recreation.
License/Certificate: Possession of, or ability to obtain and maintain, a valid California driver's license.

Working Conditions and Selection Process

Environmental Conditions: Office environment; exposure to computer screens.
**NOTE: A typical work shift is Monday through Friday from 8:30 am to 5:00 pm. There is no hybrid or 9/80 schedule available for this position. Work shifts will include some evening meetings, and may be required to work weekends and holidays.

Physical Conditions: Essential functions may require maintaining a physical condition necessary for sitting and standing for prolonged periods of time; speaking and hearing to exchange information; visual acuity to read and interpret information.

Selection Process: All properly completed applications will be reviewed and the most appropriately qualified candidates will be invited to continue in the selection process. Failure to provide all required application material will result in disqualification. The selection process may include any combination of a written exam, oral exam, and/or skills assessment to further evaluate job-related education, experience and training. Candidates who successfully complete the examination process will be placed on the Eligibility List which will remain valid for a minimum of six months.
