SUMMARY:
Under general direction of a Police Commander, the Patrol Sergeant supervises and assists patrol officers during an assigned shift, ensuring efficient and professional delivery of police services. The Sergeant assigns and reviews work, oversees responses to calls for service, provides direction during routine and critical incidents, and ensures compliance with departmental policies and procedures. The position also performs a variety of administrative and technical duties, including report review, scheduling, training, and performance feedback. The Patrol Sergeant plays a key role in supporting community policing efforts, maintaining officer readiness, and promoting a safe environment for the public and department personnel.
Supervision:
Reports to: Police Lieutenant
Exercises direct supervision over sworn personnel. Usually serves as “on street” supervisor of a police patrol shift. May supervise special units and civilian staff as assigned.
EDUCATION AND EXPERIENCE:
- HS Diploma/GED from an accredited education agency.
- Four years law enforcement experience with experience in a supervisory position.
- Must meet State of Texas requirements of a police officer.
- Preferred: 2-4 Years working with the Elgin Police Department.
License and Certifications:
Must have a valid Texas Driver’s License.
Must hold at least an Advanced Certification from the Texas Commission on Law Enforcement.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

1. Plan, prioritize, assign, supervise and review the work of patrol officers on an assigned shift; provide overall technical and administrative direction to personnel on an assigned shift.
2. Participate in the selection of staff; provide or coordinate staff training; work with employees to improve performance; implement discipline procedures.
3. Recommend and assist in the implementation of goals and objectives; assist in the establishment of schedules and methods for providing field operations services; develop and implement operational policies and procedures; plan budget expenditures and equipment needs.
4. Supervise and participate in all normal shift duties as assigned, including enforcing local, State, and Federal laws, issue citations, make arrests, administer first aid, and transport offenders.
5. Respond to major crimes, accident scenes, and emergencies; assume initial command; oversee investigations, and review reports of crimes, collisions, and injuries.
6. Oversee and provide recommendations concerning the testing and evaluation of proposed equipment and weapons.
7. Plan, coordinate, and supervise traffic control activities for special events, parades, and street closures.
8. Conduct investigations regarding citizen complaints about police officer conduct or performance. Review the work of departmental personnel to ensure compliance with department policies and procedures; review reports submitted by patrol officers to verify completeness and the meeting of prescribed standards.
9. Prepare various reports on operations and activities; participate in preparing grant proposals.
10. Maintain courteous, professional, and effective working relationships with employees at all levels of the organization.
11. Handle in a constructive, nondisruptive manner the multiple business, organizational, and interpersonal changes or stresses that may exist in the employee’s work, work processes, and dealings with other personnel and supervisors.
12. Be sufficiently adaptable to accept and perform in a timely and effective manner work assignments that are outside the normal day-to-day routine. Must adapt, with minimal or no advance notice, to changes in how business is conducted and work is accomplished.
13. Regularly contact patrol officers on shift and follow-up on problems and complaints.
14. Participate in training activities for department personnel; develop training procedures and manuals; advise and instruct sworn and nonsworn personnel regarding applicable policies, procedures, and tactics.
15. Respond to requests and inquiries from the general public; represent the Department at civic organizations and functions.
16. Perform related duties and responsibilities as required.
Knowledge, Skills and Abilities:
· Knowledge of criminal and traffic laws, statutes, ordinances, investigative procedures, evidence handling, and court processes.
· Knowledge of crime prevention methods, community policing practices, and de-escalation techniques.
· Knowledge of departmental operations, deployment strategies, and administrative functions including budgeting, personnel, and program evaluation.
· Knowledge of police recordkeeping procedures, technology systems, and communication protocols, including radio and FCC rules.
· Knowledge of local geography, community demographics, and juvenile crime prevention considerations.
· Skilled in communicating effectively, professionally, and empathetically with diverse community members, staff, and other agencies.
· Skilled in analyzing evidence, interpreting data, and preparing accurate reports and records.
· Skilled in directing and advising personnel in investigations, arrests, emergency responses, and other technical law enforcement activities.
· Skilled in operating firearms, vehicles, radios, and technology systems, including computers used for investigative and reporting purposes.

Work is divided between an office setting and outside events, but the duties listed require police attire.

Hours/Travel
This position may be required to work off-standard hours and is required to respond to call outs after hours. Employee must be available for shift work including nights, weekends, holidays, overtime, on-call and stand-by call. Must be able to meet attendance standards, to attend evening and weekend meetings and to respond to emergency situations.
Physical Demands and Work Conditions
This position requires the incumbent to be able to sit, walk, climb stairs or stand for extended periods of time while reaching, bending and moving up/down, speaking and listening to customers or officers both over the phone/radio and in person. Required to carry, hold, lift, push or pull a minimum of 40 pounds of paper, boxes of books, furniture and retrieve records and/or supplies. May be exposed to dust, bodily fluids, communicable diseases, high noise levels, toxic chemicals or fumes, chemicals, and bacteria. The environment can be noisy and distracting.
Exposure to stressful and possibly dangerous situations. Occasional exposure to extreme noise, such as sirens, gunfire and screaming.
This position is required to use hands to finger, handle, feel or operate objects, tools, or controls and reach with hands and arms; ability to hear clearly when working around crowds of people, equipment and in traffic; and specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust.
Disaster Service Workers Clause
Always in the event of a declared emergency or any undeclared emergency or natural disaster that threatens the life, health and/or safety of the public, designated employees may be assigned to assist rescue and relief workers. Such assignments may be in locations, during hours and performing work significantly different from the employees’ normal work assignments and may continue through the recovery phase of the emergency.
