The City of Elgin is seeking an experienced and motivated Engineer I to join our Engineering Division. This position involves intermediate-level professional work, including the review, design, construction, inspection, and maintenance of various public works and utility facilities, and performs related duties as required. Work is performed under the regular supervision of the City Engineer. Supervision may be exercised over subordinate technical personnel.
- Development Review and Oversight
- Serves as the review/project engineer for both development and capital projects.
- Reviews subdivision, site and capital project construction plans and specifications for compliance with local ordinances, standards and specifications.
- Conducts site inspections of proposed projects.
- Provides technical assistance to parties planning land improvement and construction activities.
- Reviews and approves pay requests for contractors.
- Project Management
- Provides guidance and assistance to construction inspectors.
- Makes adjustments to solve construction and material difficulties.
- Provides plans, specifications and estimates for capital projects.
- Manages and oversees contractor’s performing capital projects and maintains documentation for pay requests.
- Public and Administrative Responsibilities
- Prepares and maintains project documentation, records and files.
- Provides contractors and general public with technical information relating to engineering projects.
- Prepares bid documents for capital projects.
- General knowledge of modern principles and practices of civil and/or utilities engineering.
- General knowledge of modern methods and techniques applied to the construction and maintenance of public works or utility facilities.
- General knowledge of land and engineering survey systems, methods, and techniques.
- General knowledge of the principles, practices, and techniques of engineering drafting.
- General knowledge of building code enforcement procedures and techniques.
- Ability to prepare technical reports related to municipal projects.
- Ability to establish and maintain effective working relationships with associates, subordinates, municipal officials, and the general public.
- Extensive and demonstrative knowledge of the use and application of MS Office Suite and electronic mail systems.
- Possession of Fundamentals of Engineering certificate required within 24 months of hire; Professional Engineer license preferred.
- Graduation from an accredited college or university with a degree in civil engineering or a related field is required.
- 1 to 3 years of experience in professional engineering work involving the planning, design, review, and construction of public works improvements is required.
- 3 to 5 years of experience in these areas is desired, preferably in municipal infrastructure, development review, or capital project management.
- Supervisory or project management experience preferred.
- Proficiency with Microsoft Office Suite (Excel, Word, Outlook, PowerPoint) and Adobe Acrobat.
- Valid driver’s license and acceptable driving record required.

- Work is performed in both office and field environments.
