Finance Department / Accounting Specialist
The City of Dunn is currently accepting applications for the position of Accountant Specialist. The position requires a professional individual who performs technical and professional accounting, fiscal, and administrative duties in the City’s Finance Department. An employee in this class is responsible for a variety of professional accounting and fiscal duties. These duties include accounts receivable, accounts payable, purchase orders, payroll processing, bank reconciliations, fixed assets, grants, state and federal reporting, 1099 processing, financial reporting, accounting software upgrades, and miscellaneous clerical duties related to finance. Processes accounts payable and checks for paying invoices; matches purchase orders with invoices; checks accuracy on dates, proper account numbers, sales tax, etc. Writes checks; obtains appropriates signatures and routes checks and invoices for proper approvals and distributes checks; maintains accounts payable records and files; processes end of the year documents such as 1099 IRS forms. Assist with the processing of a bi-weekly payroll including data entry, preparing payroll payables, reconciliation of employee benefit accounts and ledgers, and various other payroll tasks. Processes accounts receivable invoices to customers, creates a variety of financial transaction journal entries, and reconciles various bank statements. Manages grant contract requirements and performance; monitors grant budgets; ensures compliance with laws, regulations, rules, policies, procedures, and methods governing the administration of grants; maintains and verifies financial, statistical, or other fiscal records in connection with various grants. Work assignments are performed in accordance with established procedures with unusual situations being referred to the supervisor for guidance. Some judgment is required in selecting and applying appropriate procedures. Work is performed independently and is evaluated by the supervisor through conferences, review of accounts and reports, and audit of the records by an external auditor. Assists with managing and programming the City’s accounting software (Tyler Incode) for all financial applications. Research and troubleshoot software performance issues and provide resolutions. Assists with software upgrades. Provide assistance to other departments on how to use computer applications or programs on an individual and group basis; assesses individual and group training needs; assist with developing a program plan for training sessions; produces handouts or other materials that will be used during training; periodically evaluates ongoing programs and software to ensure that they reflect any changes or updates. Assists the auditors during the annual audit for the City’s financial records and performs other accounting duties as required. Working knowledge of North Carolina General Statutes and of local ordinances governing municipal financial practices and procedures, along with GASB rules and regulations. Considerable knowledge of local government accounting and the principals and practices of public finance administration including financial reporting, accounts payables and receivables, budgeting, and auditing. Considerable knowledge of automated fiscal, financial, and payroll systems. Knowledge and prior use of Tyler Incode software is a plus. General knowledge of payroll practices and procedures, including payroll laws, rules, and regulations such as the Fair Labor Standards Act (FLSA). Ability to read, analyze, and interpret legal and technical documents, and financial reports. Ability to verify documents and forms for accuracy and completeness; to reconcile accounts accurately; communicate effectively in oral and written forms; meet established deadlines; and develop and maintain effective working relationships with customers, vendors, co-workers, superiors, and the general public. Proficient in the use of Microsoft Office applications including Word, Excel, Power Point, etc. Possess good time management and problem-solving skills. Ability to apply arithmetic concepts such as fractions, ratios, and proportions to real scenarios. Accuracy in the entry of data and ability to analyze data and reports along with the ability to maintain confidential information.

Minimum Requirements
Graduation from a four-year College/University with a degree in Accounting; OR graduation from a community college with a two-year associate degree in accounting and three or more years of experience in an automated fiscal or accounting environment, preferably in the public sector; OR an equivalent of education and experience. Experience with automated accounting systems and technology is desirable. -
