The primary purpose of this position is to service as Manager over the Administrative/ Fiscal Management Division and its support staff under the general leadership of the Business Officer.
Duties for this position include, but are not limited to:
- Performs managerial and high-level supervisory duties in support of Business Officer in managing the day-to-day financial and administrative operations of the Health Department.
- Monitors and reconciles departmental revenues.
- Monitors department expenditures and consults with Business Officer regarding transfers and revisions.
- Manages clerical and accounting support functions of the administrative office of the Health Department.
- Coordinates the hiring of temporary staff for clerical and medical positions.
- Manages and tracks fixed assets.
- Generates/amends all agency contracts
- Compiles detailed financial information and complex reports.
- Manages the security badge systems for the Health Department.
- Assists Business Officer in preparation of the Health Department's state and local budget, annual Medicaid cost analysis reports and various audits.
- As a member of the Management Team for the Health Department, this position attends monthly Management Team meetings.
- Analyzes administrative/financial problems and makes recommendations for new or revised policies and procedures.
Employee is a subject to be called upon anytime to help the agency respond to a public health emergency which may include, but is not limited to, outbreak investigations, staffing mass dispensing or immunization clinics, providing disaster relief, or other incidents (man-made or natural and intentional or non-intentional) as they arise, or any public health response by the health director.
Graduation from a four-year college or university with a major in accounting, business administration, or other curriculum that would provide a core curriculum in financial management coursework and one year of accounting experience; or a two-year degree in accounting from a business school or community college and three years of accounting or auditing experience; or graduation from high school and six years of experience as an accounting technician, three of which must have been at an advanced level.

- Thorough knowledge of accounting and auditing principles and practices.
- Knowledge of and ability to explain and apply the provisions of standardized accounting practices adopted by County Government.
- Ability to interpret and analyze accounting data and apply that analysis to the Health Department’s needs and determine compliance with pertinent guidelines, rules, regulations, and laws.
- Establish and maintain effective working relationships with agency personnel, county officials, and the general public.
- Communicate effectively in oral and written form; coordinate and supervise the work of others. Position requires thorough knowledge of Microsoft Word and Excel programs.
Must have or obtain and maintain a valid North Carolina driver's license with an acceptable driving record. Background check and negative drug test are required.
