The City of Dublin's Division of Transportation and Mobility is currently seeking a motivated and detail-oriented Planner II to support the development and implementation of multimodal transportation plans, programs, and policies. This position plays a key role in advancing safe, equitable, and sustainable mobility solutions across the community.

Primary Focus
The Planner II role within the Division of Transportation and Mobility will manage a diverse portfolio of projects, including complex, high-profile, specialized studies, plans or programs. This role is responsible for conducting technical analyses and preparing reports and related materials with minimal supervision; engaging with stakeholders; contributing to long-range transportation and mobility initiatives; supporting the development and implementation of strategic programs; coordinating efforts across multidisciplinary teams; independently initiating program development activities as needed.

Given the nature of this classification's duties/responsibilities, it has been designated as Exempt under the governing Fair Labor Standards Act regulations and, therefore, is not entitled to formal overtime compensation and/or formal compensatory time.

The targeted salary range for this role is $71,000 - $85,100 annually.

Supervisory Responsibilities
Oversees, mentors, and guides the work of Planner I's, Planning Technicians, and Planning Interns depending on project or case assignment.

Examples of Duties

Essential Functions
  • Manages and supports transportation and mobility-related planning projects and programs, including, but not limited to, corridor studies, framework plans, active transportation plans, transit initiatives, the Dublin Connector and Speed Management Programs and other safety programs.
  • Serves as project manager, developing and managing project budgets, schedules, and the work of project team members; prepares and presents status reports; ensures projects are delivered on time and within budget; and reviews, approves, and oversees the work performed by others.
  • Evaluates potential changes and alternatives for the transportation system included in the Envision Dublin Community Plan, including researching plans of adjacent and nearby communities, identifying potential problems, and developing recommendations.
  • Conducts data analysis related to traffic and pedestrian operations, travel demand, land use, and mobility trends.
  • Prepares technical reports, maps, presentations, materials, and policy recommendations.
  • Develops and implements new policy/program documentation and project management methods and software.
  • Coordinates with residents, internal departments, regional agencies, and external partners.
  • Leads or assists with public engagement efforts, including community meetings, workshops and/or presenting to City Council, Boards, Commissions and committees.
  • Reviews development proposals for transportation impacts and compliance with local and regional plans and standards.
  • Supports grant applications and funding program administration.
  • Monitors and evaluates project performance and outcomes.
  • Coordinates with and manages third-party transportation operators and supports parking enforcement initiatives.
  • Performs other related duties as assigned.

Typical Qualifications

Minimum Qualifications


  • Bachelor’s degree in Urban Planning, Transportation Planning, Civil Engineering, Geography, or a related field.
  • Minimum of 2–4 years of progressively responsible experience in transportation or mobility planning.
  • Strong analytical, research, and problem-solving skills.
  • Experience with ArcGIS, Adobe Creative Suite, transportation modeling tools, or data visualization software is preferred.
  • Excellent written and verbal communication skills.
Preferred Qualifications
  • Master’s degree in a related field.
  • Experience in the public sector or working with government agencies.
  • Knowledge of multimodal transportation systems, Complete Streets principles, and emerging mobility trends.
  • Familiarity with federal and state transportation funding programs and regulations.

Physical Requirements
  • Ability to move about the inside of an office space to access file cabinets and office equipment.
  • Constantly operate a computer and other office machinery, such as a copier, fax machine, mobile device, shredder, scanner, etc.
  • Must be able to remain in stationary position at workstation throughout scheduled workday.
  • Ability to exchange information with co-workers and citizens through use of email system, the telephone, and in-person interactions.
  • Ability to occasionally lift and move objects weighing up to 20 lbs.
  • Ability to move objects weighing over 20 lbs. with the help of equipment/devices, on an infrequent basis.
  • Ability to enter data into computer system in a sustained manner.

HEALTH BENEFITS
The City of Dublin offers a high deductible health care plan through United Healthcare that provides 100% coverage for preventative care. Employee or family coverage is available. Additionally our integrated wellness program, Healthy by Choice (HBC), allows employees to earn a waiver of all or a portion of the medical plan premiums.

HEALTH SAVINGS ACCOUNT/HEALTH REIMBURSEMENT ACCOUNT
Annually, the City will deposit 75% of your health insurance deductible amount into an HSA account in your name.

VISION AND DENTAL
The City pays 100% of the premium for dental and vision. Coverage levels will be explained in further detail at time of hire.

LIFE INSURANCE
The City pays 100% of the premium for 1.5 times your salary up to $150,000 term life insurance coverage for the employee. Supplemental insurance is available.

RETIREMENT PENSION
The City contributes 14% monthly toward retirement benefits offered through the Ohio Public Employee Retirement System. The employee pension payment share is 10% of gross salary.

VACATION
New employees accrue two weeks of paid vacation their first year. Vacation time increases with length of service time. Prior public service may be honored as service credit for vacation accrual.

PERSONAL LEAVE
Employees receive five prorated days of personal leave annually.

SICK LEAVE
Employees are advanced three sick days at the time of hire and accrue nine sick days in total annually.

OTHER
Eleven (11) paid holidays per year, employer paid short term disability, tuition/certification reimbursement of up to $7,000 annually, recreation membership and longevity pay after four years of full time completed service with the City of Dublin.
