Class Concept

The City of Dublin is seeking a full-time Engineering Technician II to join our team. Our Division of Engineering is responsible for the design, planning and construction of City-initiated public development projects, and the review and inspection of all privately installed public improvements. The Division also installs, operates and maintains traffic signals, streetlights and the emergency warning siren system.

Primary Focus

Performs advanced-level paraprofessional engineering work within the Department of Public Works. Provide general oversight and administer multiple concurrent projects for Capital Improvements Program (CIP) Projects, Development Projects, and Right-of-Way Permits.

Given the nature of this classification’s duties/responsibilities, it has been designated as Non-Exempt under the governing Fair Labor Standards Act regulations and, therefore, is entitled to formal overtime compensation and/or formal compensatory time.

Supervisory Responsibilities

May supervise Engineering Technician I’s and Engineering Project Inspectors.

Essential Functions

Plans, organizes, and coordinates the activities of a section, unit, or project(s) involving paraprofessional engineering work.

Plans, coordinates, prepares, and reviews construction plans, specifications and working drawings for construction projects, pavement markings, electrical, mechanical, sign layouts, signal layouts; assists contractors and Engineering Project Inspectors in the field with proper interpretation of plans and specifications.

Coordinates Engineering Project Inspector workloads and assists with assigning public and private projects; reviews and applies necessary construction regulations, standards, guidelines, specifications, codes, and ordinances with Engineering Project Inspectors to ensure consistency in field; assists Engineering Project Inspectors with interpretation of construction and material specifications; visits job sites daily to ensure compliance with regulations; Review construction inspection diaries and documents to ensure conformance and proper project documentation.

Plans, arranges, oversees, and coordinates construction projects performed by private contractors, engineering firms, and City forces and maintains project documentation. Organizes and maintains working files of plans, specifications, drawings, cost estimates and other pertinent data related to projects.

Answers technical inquiries from the public regarding project plans, construction specifications, and City codes and ordinances; responds to inquiries, provides routine information and resolves complaints from the public on issues that do not require the use of professional engineering judgement; recognizes and defines problems, establishes facts to discuss with Civil Engineers to determine appropriate actions and resolution.

Interacts with utility companies, field supervisors, and sub-contractors to coordinate scheduling of construction activities with Capital Improvements Program (CIP) contractors for the City; serves as liaison between the general public, construction contractors, and developers to ensure schedule timelines are met and resolve construction conflicts or delays.

Reviews change orders, pay request quantities, shop drawings, and schedules before advancing to supervisor for approval; Reviews and/or prepares estimates for construction projects; communicates regularly with City staff regarding possible conflicts, work additions, and delays occurring in field; Performs finalization of projects timely.

Performs field investigations and field inspections of public infrastructure and/or coordinates inspections with appropriate agencies to ensure compliance with appropriate regulations.

Performs a variety of technical support tasks by tracking right-of-way permits and reviewing plot plans for private residential building projects and producing copies of plans for use by the public, contractors, builders, and developers. Ensures the proper location of infrastructure and issues permits to contractors and property owners.

Provides research of record plats, plans, and files to the public and other agencies to coordinate activities with the City. Interprets and applies necessary engineering plans, standards, policies, procedures, specifications, maps, and City codes and ordinances to a set of activities.

Performs or reviews field surveys of areas to be improved; operate laser levels and measuring tools to identify areas for improvement.

Prepares equipment and material specifications and periodic reports; inspects new equipment for conformance to specifications.

Assists subordinate personnel, co-workers, or work groups; reviews their work for accuracy and consistency.

Maintains records and expenditures related to construction projects.

Operates GIS and/or CADD software (e.g., ArcMap, ArcGIS) to produce and/or revise maps, engineering design drawings, and cartographic enhancements for planning and design report preparation, documentation, and project management.

Prepares reports and maintains records and files as necessary; creates documents and reports that may include spreadsheets, graphs or tables.

Calculates volumes, areas, and quantities from field notes and working drawings.

Performs other related duties as assigned.

Typical Qualifications

Minimum Qualifications

Associate’s Degree in Civil Engineering Technology or other relevant field and/or considerable paraprofessional engineering experience associated with roadway, utility, residential, or commercial site work; or any equivalent combination of education and experience.

Thorough knowledge of the basic principles and practices of practical engineering.

Considerable knowledge of the methods, materials, and equipment used in construction and maintenance work.

General knowledge of supervisory principles.

Some knowledge of engineering project planning, scheduling, and coordinating.

Some knowledge of computer applications.

Some knowledge of labor, equipment, and material costs.

Ability to prepare specifications and technical reports.

Ability to develop and maintain effective working relationships with others.

Ability to verbally communicate with others.

Ability to manipulate small objects.

Ability to read construction plans.

Ability to train others.

Ability to plan, schedule, and coordinate the activities involved in engineering projects.

Physical Requirements

Ability to use computer terminals for sustained input and processing.

Sufficient visual acuity to detect faults (poor construction, improper materials, etc.), at times in poorly lit areas.

Sufficient dexterity and mobility to perform all required inspection tasks on structures of varying design and height at varying construction stages, including stages when sidewalks, ramps, and stairs have not been installed.

Ability to endure a variety of climatic and temperature conditions, sometimes in active construction sites and hazardous areas and conditions, often in areas of moving traffic.

Ability to stand/walk for extended periods of time. Ability to navigate uneven terrain and negotiate steep slopes, obstacles and obstructions.

Ability to lift occasionally up to 80 lbs. for operational equipment and materials.

Special Requirements

Valid driver’s license.

HEALTH BENEFITS
The City of Dublin offers a high deductible health care plan through United Healthcare that provides 100% coverage for preventative care. Employee or family coverage is available. Additionally our integrated wellness program, Healthy by Choice (HBC), allows employees to earn a waiver of all or a portion of the medical plan premiums.

HEALTH SAVINGS ACCOUNT/HEALTH REIMBURSEMENT ACCOUNT
Annually, the City will deposit 75% of your health insurance deductible amount into an HSA account in your name.

VISION AND DENTAL
The City pays 100% of the premium for dental and vision. Coverage levels will be explained in further detail at time of hire.

LIFE INSURANCE
The City pays 100% of the premium for 1.5 times your salary up to $150,000 term life insurance coverage for the employee. Supplemental insurance is available.

RETIREMENT PENSION
The City contributes 14% monthly toward retirement benefits offered through the Ohio Public Employee Retirement System. The employee pension payment share is 10% of gross salary.

VACATION
New employees accrue two weeks of paid vacation their first year. Vacation time increases with length of service time. Prior public service may be honored as service credit for vacation accrual.

PERSONAL LEAVE
Employees receive five prorated days of personal leave annually.

SICK LEAVE
Employees are advanced three sick days at the time of hire and accrue nine sick days in total annually.

OTHER
Ten paid holidays per year, employer paid short term disability, tuition reimbursement of up to $5,000 annually, recreation membership , and longevity pay after four years of full time completed service with the City of Dublin.
