Are you a tech-savvy problem solver with a passion for public safety? The City of Dublin is accepting applications for an innovative and detail-driven Computer Aided Dispatch (CAD) Manager/Administrator. The CAD Manager/Administrator is responsible for the programming, maintenance, and updates of the agency’s Computer Aided Dispatching (CAD) system. This position plays a critical role in ensuring accurate and timely emergency response by managing system integrations, data quality and GIS mapping. This position reports directly to the Operations Manager of NRECC.

The City of Dublin will be selecting a new CAD system in the near future, and this position will lead the project team from researching possible vendors, participating and engaging in product demonstrations and assisting with making recommendations for the new vendor selection.

This position is an integral part of the Northwest Regional Communications Center (NRECC). The Northwest Regional Emergency Communications Center (NRECC) is the primary public safety dispatch center for the Cities of Dublin, Hilliard, Upper Arlington, Worthington, Washington Township, and Norwich Township. Located inside the Dublin Justice Center, NRECC was formed in October 2013 when Dublin began providing dispatching services for Norwich Township Fire and became the primary 9-1-1 answering point for all of Hilliard. Our journey continued with the addition of Hilliard Police, Upper Arlington Fire and Police, and Worthington Fire and Police. As one of five wireless PSAPs in the county, we are the primary answering point for 9-1-1 calls throughout northwest Franklin County.

Given the nature of this classification’s duties/responsibilities, it has been designated as Exempt under the governing Fair Labor Standards Act regulations and, therefore, is not entitled to formal overtime compensation and/or formal compensatory time.

Examples of Duties

Diligently maintains necessary system updates, revisions.

Updates system related geographical and mapping systems by working directly with the City of Dublin GIS team and other Central Ohio GIS resources.

Works with NRECC Fire and Law Enforcement partners to maintain, revise and or create run cards, response plans and GIS map layers to ensure a proper response to reported incidents.

Serves as the agency coordinator for the Automated Secure Alarm Protocol (ASAP) program.

Serves as the agency coordinator for the PulsePoint interface program.

Coordinates the CAD paging and automatic notification system.

Serves as the agency’s main point of contact for the CAD software enhancements, upgrades, and technical repairs.

Completes necessary reports as directed including call for service statistics and other related requests.

Researches and recommends necessary hardware and software upgrades.

Attends necessary software vendor conferences and training.

User account administration for CAD/RMS and related mobile software systems. Works with the jurisdictions within the NRECC service area to ensure proper addressing, street naming and service boundaries as they affect emergency response.

Coordinates software installation and terminal identifications with the NRECC partner agencies.

Assists with WestNet interface with the CAD system.

Maintains backup web application for NRECC mapping and fire run cards.

Creates and instructs training content for CAD users and partners.

Expunges or seals records from CAD for all partner agencies upon Court order.

Works with NRECC Fire and Law Enforcement partners to research and assist with CAD system integrations and or data sharing.

Weekly review of CAD data to ensure the quality of data in the system. For example, geo-validation of locations, fire report numbers, management of orphaned records, and entry of bias-based data.

Conducts annual and monthly premise alert validations to ensure accurate information.

Oversight of the NRECC CAD team which includes appointing members, initial and ongoing training of team members, assignment of tasks, and quality assurance review of work completed by the team.

Performs other related duties as assigned.

Typical Qualifications

High School Diploma or GED equivalent with three (3) years of experience as a Communications Technician/911 Dispatcher; or any equivalent combination of education and experience.

Knowledge of and experience with CAD/RMS systems including building of run card/response recommendations.

Ability to work independently and as part of a team.

Ability to apply critical thinking, using logic and reasoning to identify strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.

Working knowledge of Fire, EMS, Law Enforcement and Emergency Operations.

Ability to communicate professionally and effectively with internal and external customers, both orally and in writing.

Strong organizational and multi-tasking skills.

Prioritizing work assignments to meet deadlines.

Ability to work under pressure when time sensitive projects arise.

Ability to successfully complete CAD/RMS and Mobile Computer Terminal System Administrator training.

Ability to self-motivate and work through tasks with little direct supervision.

Good written and verbal communication skills.

Ability to work flexible hours as needed.

Ability to acquire and maintain LEADS and NCIC certification.

Specialized Training in related CAD administration, including system interfaces, mapping, paging and other necessary system functions.

Preferred Training: Advanced courses in Microsoft Excel, Microsoft SQL Server Reporting Services (SSRS), GIS certifications and training up to and including GISP.

Physical Requirements
Ability to use public safety radio communications equipment.

Ability to move about the inside of an office space to access file cabinets and office equipment.

Constantly operate a computer and other office machinery, such as a copier, fax machine, mobile device, shredder, scanner, etc.

Must be able to remain in stationary position at workstation throughout scheduled workday.

Ability to exchange information with co-workers and citizens through use of email system, the telephone, and in-person interactions.

Ability to lift and move objects weighing 10-15 lbs.

Special Requirements
Possession of a valid driver's license.

HEALTH BENEFITS
The City of Dublin offers a high deductible health care plan through United Healthcare that provides 100% coverage for preventative care. Employee or family coverage is available. Additionally our integrated wellness program, Healthy by Choice (HBC), allows employees to earn a waiver of all or a portion of the medical plan premiums.

HEALTH SAVINGS ACCOUNT/HEALTH REIMBURSEMENT ACCOUNT
Annually, the City will deposit 75% of your health insurance deductible amount into an HSA account in your name.

VISION AND DENTAL
The City pays 100% of the premium for dental and vision. Coverage levels will be explained in further detail at time of hire.

LIFE INSURANCE
The City pays 100% of the premium for 1.5 times your salary up to $150,000 term life insurance coverage for the employee. Supplemental insurance is available.

RETIREMENT PENSION
The City contributes 14% monthly toward retirement benefits offered through the Ohio Public Employee Retirement System. The employee pension payment share is 10% of gross salary.

VACATION
New employees accrue two weeks of paid vacation their first year. Vacation time increases with length of service time. Prior public service may be honored as service credit for vacation accrual.

PERSONAL LEAVE
Employees receive five prorated days of personal leave annually.

SICK LEAVE
Employees are advanced three sick days at the time of hire and accrue nine sick days in total annually.

OTHER
Ten paid holidays per year, employer paid short term disability, tuition reimbursement of up to $5,000 annually, recreation membership , and longevity pay after four years of full time completed service with the City of Dublin.
