The City of Dublin is seeking eligible candidates for the Public Works Maintenance Manager position. The ideal candidate brings strong experience in municipal infrastructure maintenance and operations, with the ability to manage infrastructure maintenance programs including streets, storm drainage, parks, public buildings, fleet assets, street lighting systems, and landscape and lighting assessment districts. A key responsibility for this role is the development and implementation of a comprehensive asset management system. The ideal candidate has experience building or significantly enhancing such systems from the ground up and is capable of establishing structure, processes, and standards with minimal direction. They are comfortable leading this effort independently in a developing or evolving program environment, while also recognizing that successful implementation requires strong collaboration. This individual actively partners with maintenance contractors, staff, and stakeholders to ensure the system will be practical, well-integrated into daily operations, and effectively supports long-term planning and decision-making.

They are experienced in using tools such as CMMS, GIS, and other data systems to track asset condition, forecast maintenance needs, and inform investment strategies. Through this work, they help position the City to make data-driven decisions that improve service levels, optimize resources, and sustain infrastructure over time.

In addition, the ideal candidate is a highly effective writer and communicator who can clearly convey complex information to a wide range of audiences. They have a proven record of preparing well-written and thoughtful staff reports, presenting to City Council, and communicating clearly and professionally with contractors, residents, and stakeholders.

The ideal candidate demonstrates strong financial and operational management skills, including the development and administration of detailed, multi-million-dollar operating budgets. They are experienced in forecasting expenditures, monitoring financial performance, and making strategic adjustments to ensure fiscal responsibility and long-term sustainability. This individual understands how to align maintenance priorities with available funding and capital improvement planning to maximize the value of public investments.

They have significant experience in contract administration, including negotiating, managing, and evaluating maintenance and professional service contracts. The ideal candidate ensures that contractors are held accountable for performance, schedules, and deliverables, while maintaining productive working relationships that support effective program implementation. 

The successful candidate is well-versed in regulatory compliance and ensures that all maintenance programs and operations adhere to applicable federal, state, and local requirements, including safety standards, environmental regulations, and reporting obligations. They understand the importance of integrating compliance into daily operations and long-term planning. 

General Purpose:

Under administrative direction, plans, organizes, and manages the City’s infrastructure maintenance programs including streets, storm drainage, parks, public buildings, fleet assets, street lighting systems, and landscape and lighting assessment districts. Administers complex service contracts, asset management systems, regulatory compliance programs, and multi-million-dollar operations and maintenance budgets to ensure reliable, safe, and cost-effective infrastructure services. Provides operational and strategic support to the Public Works Director and participates in departmental planning, emergency response coordination, and citywide infrastructure management initiatives.

Distinguishing Characteristics:

The Public Works Maintenance Manager is a management-level classification responsible for overseeing the City’s infrastructure maintenance programs and operational service contracts within the Public Works Department. The position exercises considerable independent judgment in planning, coordinating, and implementing maintenance initiatives, asset management programs, and operational improvements consistent with established departmental policies and City objectives. Incumbents are responsible for evaluating program performance, analyzing infrastructure maintenance needs, and developing strategies that improve the reliability, condition, and service levels of the City’s infrastructure systems.

This classification differs from the Transportation and Operations Manager, which focuses specifically on transportation system operations and traffic-related programs including signal systems, traffic control devices, and transportation safety initiatives, whereas this position is responsible for citywide infrastructure maintenance programs such as streets, drainage, parks, facilities, fleet, and street lighting.

Supervision Received and Exercised:

  • Receives administrative direction from the Public Works Director or their designee.  
  • Provides direct supervision over assigned supervisory, professional, technical and administrative staff.
  • Provides program oversight and coordination for operational programs and contracted maintenance services to ensure effective program implementation.

  • Plans, organizes, and manages citywide infrastructure maintenance programs including streets, parks, storm drainage systems, public buildings, fleet assets, street lighting systems, and assessment districts.
  • Negotiates, administers, and monitors professional service and maintenance contracts. 
  • Develops, administers, and monitors multi-million-dollar operations and maintenance budgets and oversees contract encumbrances, amendments, and expenditure tracking.
  • Oversees the City’s computerized maintenance management system (CMMS), asset management platforms, and service request systems used to track work orders, asset conditions, and operational performance.
  • Oversees asset condition assessments and maintenance planning to support the City’s long-term infrastructure asset management strategy.
  • Ensures compliance with applicable federal, state, and regional regulations including OSHA safety standards, ADA accessibility requirements, air quality regulations, stormwater permit requirements, and pesticide reporting requirements.
  • Coordinates maintenance operations with capital improvement projects and infrastructure planning initiatives to support effective asset lifecycle management.
  • Represents the Department in meetings with City leadership, residents, contractors, regional partners, and regulatory agencies, and responds to inquiries related to maintenance programs and infrastructure conditions.
  • Ensures compliance with City purchasing policies and applicable public contracting laws in the administration of maintenance and service contracts.
  • Provides analytical and strategic support to the Public Works Director, assists in development of departmental goals and performance metrics.
  • Leads long-range maintenance planning, infrastructure reinvestment strategies, and preventive maintenance initiatives.
  • Participates in Emergency Operations Center (EOC) activations and coordinates public works maintenance response during emergency incidents, severe weather events, or infrastructure failures.
  • Provides leadership, training, performance management, and professional development for assigned staff.
  • Performs other duties as assigned. 

Minimum Qualifications:

Any combination of education and experience that would likely provide the required knowledge and abilities in qualifying. A typical way to obtain the knowledge and abilities would be:

Education: 

Equivalent to a bachelor’s degree from an accredited college or university with major coursework in civil engineering, public administration, construction management, or a related field.

Experience: 

  • Five years of progressively responsible experience in municipal public works maintenance operations, infrastructure maintenance program management, or related public works or operational services. Experience may include responsibilities such as maintenance planning, project coordination, contract administration, or budget management. 
  • Two years of lead or supervisory experience overseeing staff and at least one year of administrative experience related to maintenance or programs, including responsibilities such as budgeting, work planning, scheduling, contract coordination, or program oversight.

Licenses, Certificates and Special Requirements:

  • Possession of a valid California Class C driver’s license and proof of automobile liability insurance.

Knowledge of: 

  • Principles and practices of municipal infrastructure maintenance and operational program management.
  • Methods, materials, and techniques used in maintenance of streets, parks, drainage systems, buildings, fleet assets, and street lighting systems.
  • Contract negotiation, administration, and performance monitoring.
  • Principles and practices of budget preparation, financial forecasting, and fiscal management.
  • Applicable federal, state, and local laws and regulations related to public infrastructure operations.
  • Regulatory compliance requirements including OSHA safety regulations, ADA accessibility standards, stormwater permit requirements, and environmental reporting obligations.
  • Asset management technologies including computerized maintenance management systems (CMMS), geographic information systems (GIS), and service request management platforms.
  • Principles of fleet management including equipment lifecycle planning, maintenance scheduling, and operational performance monitoring.
  • Principles of project coordination, infrastructure lifecycle planning, and municipal operational service delivery.

Ability to:

  • Plan, organize, and manage complex municipal maintenance programs and operational initiatives.
  • Negotiate, administer, and evaluate professional service and maintenance contracts.
  • Manage and forecast multi-million-dollar operational budgets and monitor expenditures.

  • Interpret and apply federal, state, and local regulations related to infrastructure maintenance and environmental compliance.
  • Coordinate maintenance operations with capital improvement projects and infrastructure planning efforts.
  • Respond effectively to emergency situations and coordinate operational response activities.
  • Prepare clear and concise reports, analyses, and presentations and communicate effectively both orally and in writing.
  • Establish and maintain effective working relationships with City staff, contractors, consultants, regulatory agencies, and community members.

Work Environment:

Work is performed primarily in a standard office environment with frequent use of computers and other office equipment. This position also requires occasional fieldwork which may involve exposure to varying weather conditions, noise, dust, fumes, odors, uneven terrain, construction hazards, or moving equipment.

The employee will frequently interact with contractors, developers, consultants, elected officials, regulatory agencies, and members of the public, including individuals who may be upset or frustrated when discussing policies or project requirements.

The employee may be required to work evenings, weekends, holidays, or extended hours to meet operational needs, attend meetings, or respond to infrastructure emergencies or urgent project issues.

Field duties may require the use of personal protective equipment (PPE) such as hard hats, safety vests, eye protection, and hearing protection when visiting construction sites or other operational areas.
