Job Title: Building Inspector/Plans Examiner

Department: Community Development/Building Division

FLSA Status: Non-Exempt

Grade: 107

SUMMARY: Work involves the enforcement of state and local codes, regulations, ordinances and statutes as they pertain to residential and commercial buildings and related structures, by conducting inspections and plan reviews to ensure conformity with established building construction codes as required by law.

ESSENTIAL DUTIES AND RESPONSIBILITIES: The following are not an exclusive or all-inclusive listing of skills and abilities required to perform the job. Management may delegate other responsibilities as required.

  • Demonstrates commitment to Team Destin and our mission, vision, values, and goals and represents the City in a professional, dignified manner at all times, both in actions and appearance.
  • Demonstrate competent knowledge of all applicable policies, codes, ordinances, regulations, and statutes.
  • Demonstrate competent knowledge of all Departmental and Divisional Key Functions and their associated processes.
  • Responsible for performing inspections of structures to determine compliance with Florida State Building Codes and Standards adopted by the City.

(and/or)

  • Responsible for reviewing submitted plans and permit applications to determine if they meet the requirements of various Florida State Building Codes and standards that have been adopted by the jurisdiction and Florida Statutes law. This level of plans examiner shall be able to review plans for any size structure in any occupancy classification.
  • Provides technical assistance in construction matters as they pertain to local and state codes to the public, contractors, design professionals, state, and local officials.
  • Performs other related duties as assigned.

SUPERVISORY RESPONSIBILITIES: Supervision of other city employees is not required of this position. Reports to Building Official.

Qualifications

Education and Experience: High School graduate/GED or Higher Education. Must be able to demonstrate 4 years’ combined experience in the field of construction or a related field, building code inspection, or plans review corresponding to the certification category sought; or can demonstrate a combination of postsecondary education in the field of construction or a related field and experience which totals 3 years, with at least 1 year being experience in construction, building code inspection, or plans review; or can demonstrates a combination of technical education in the field of construction or a related field and experience which totals 3 years, with at least 1 year being experience in construction, building code inspection, or plans review.

Licenses Or Certifications Required

Must have a valid Florida state driver’s license. Must hold a Florida Standard Inspectors License in one of the discipline areas of Building, Electrical, Plumbing, Mechanical or One and Two Family. Or be able to obtain a Provisional Florida State Inspectors License within 6 months of hire and obtain a Standard Inspectors license within one year of obtaining provisional license in discipline area sought.

  • Knowledge of departmental policies, procedures, and practices.
  • Knowledge of Community Development permitting and review software
  • Skill in the use of small office equipment, including copy machines or multi-line telephone systems, computer systems.
  • Ability to communicate and organize effectively.
  • Ability to compare and/or judge the readily observable functional, technical, structural, compositional, or identifiable characteristics (whether similar to or divergent from obvious standards) of data, people, or things.
  • Ability to communicate with people from all walks of life in a clear and professional manner; maintain constructive working relationships; to convey or exchange information, and to maintain constructive exchanges with individuals that may be upset and/or emotional.
  • Ability to read a variety of professional, technical, and administrative documentation, directions, instructions, methods, and procedures.
  • Ability to produce reports with proper format, punctuation, spelling and grammar, using all parts of speech.
  • Ability to learn and understand subject matter principles and techniques.
  • Ability to make independent judgments in absence of supervision within the scope of respective job duties and tasks.
  • Ability to acquire and expound on knowledge of topics related to primary occupation.
  • Ability to utilize mathematical formulas; add and subtract, multiply and divide totals; determine percentages; and determine time and weight and interpret same as may be appropriate.
  • Ability to inspect items for proper length, width, and shape.
  • Ability to differentiate colors and shades of color.
  • Ability to interact with people (staff, supervisors, public and elected officials) beyond giving and receiving instructions to include tactfully mediating conflicts and achieving positive results.
  • Ability to perform under maximum stress when confronted with short deadlines, heavy workloads, conflicting interests, and high customer demand.

PHYSICAL REQUIREMENTS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Must be physically able to operate a variety of essential job-related machines and office equipment. Must be able to move or carry essential job-related objects or materials.

Requirements

This position is occasionally required to work at a desk in an office environment. On a regular basis employees must be able to conduct inspections at job sites including open lots and buildings under construction. On a regular basis, the employee may be exposed to any number of the physical requirements listed below and must be capable of:

  • Mobility in and out of vehicles
  • Traversing through rough terrain
  • Climbing three or more stories
  • Climbing ladders
  • Working in hazardous conditions (projects under construction)
  • Working around loud, heavy equipment
  • Intermittently sitting, standing, stooping, bending, or crouching
  • Using tools that require a high degree of dexterity
  • Working outdoors and occasionally in hot, cold, or inclement weather.
  • Lifting objects which may sometimes be over 25 pounds

  • Seek additional certifications in the field of Inspections or Plans Examiner not already obtained. (Compensation available for additional Certifications obtained)
  • Continuing Education (seminars, job-related coursework at post-secondary institutions, continuing education credits/CEU’s)
  • Training (Either as participant or trainer)
  • Involvement in relevant professional or technical associations
  • Serving on city employee committees
  • Volunteering to take responsibility for special projects, internship and/or cross training
