SUMMARY

Under general direction of the Emergency Shelter Facility Manager, provide services at the Emergency Shelter creating a safe place for people in need of assistance. This is to support the City-wide strategic plan to address homelessness. This position will assist the City to provide an option for unhoused individuals to receive temporary needed services.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Client Support & Daily Operations

  • Conducts daily client check-ins and observes basic well-being of individuals utilizing or staying at the facility.
  • Assists with intake and orientation of new clients and residents during designated intake periods, including during daytime case management hours, ensuring required documentation is completed accurately and entered into the system.
  • Supports shelter operations during warming and cooling center activations and during case management service hours by assisting with client flow, intake logistics, and operational needs.
  • Assists individuals with access to donated items available at the shelter, such as clothing, hygiene supplies, or other basic necessities, in accordance with established procedures.
  • Promotes a welcoming, respectful, and supportive environment by being courteous, listening carefully, valuing individuals’ time, and providing accurate information and assistance.

Facility Monitoring, Safety & Rule Enforcement

  • Enforces shelter rules and guidelines to maintain safety, security, and orderly operations during both daytime and nighttime operations.
  • Conducts perimeter checks of parking areas and shelter property in coordination with other staff.
  • Responds promptly to emergencies and urgent situations, following established procedures and notifying appropriate personnel as required.
  • Collaborates with Case Managers and Facilities staff to maintain safety, order, and operational flow during service delivery hours.

Documentation & Data Entry

  • Documents observations and interactions with clients and residents in observation logs.
  • Completes Shelter Observation Checklists during assigned shifts, including night shifts.
  • Maintains accurate documentation of resident interactions and behaviors in compliance with HMIS and operational requirements.
  • Uses computer systems for documentation, reporting, and timecard entry.

Customer Service & Communications

  • Answers phones and assists callers with inquiries or routes calls to appropriate staff.
  • Assists with operational communication and supports overall facility readiness.

Facility Cleaning & Maintenance Support

  • Performs routine cleaning duties, including sweeping, mopping, scrubbing, or vacuuming floors.
  • Empties and cleans waste receptacles.
  • Cleans windows, glass, and mirrors using provided cleaning products.
  • Dusts furniture, walls, equipment, and common areas.
  • Removes snow from sidewalks, driveways, and parking areas using shovels, snow blowers, or snow-melt materials.
  • Cares for, uses, and stores equipment properly.

Emergency Operations & Activations

  • Supports shelter operations during emergencies, severe weather events, and warming and cooling center activations, including daytime operations when services are active.

Other Duties

  • Performs other job-related duties as assigned by the Facilities Manager or designee to support shelter operations and emergency response.

  • See and read instructions, observe conditions of buildings.
  • Possess a valid driver’s license.
  • Will be required to successfully pass a background screen and a pre-employment drug screen.
  • Must be available to work nights, weekends, and occasional split shifts as needed.
  • Must be flexible, dependable, and adaptable to evolving programmatic and operational needs.

EDUCATION and/or EXPERIENCE

  • Any combination of experience and training equivalent to completion of high school.
  • Previous janitorial experience.
  • Related vocational or trade school training is preferred.

LANGUAGE SKILLS

  • Proficient in English. Other languages helpful.

MATHEMATICAL SKILLS

  • Basic Math skills.

  • Must be able to concentrate on tasks with many distractions.
  • Ability to perform moderate physical work and lift 50 pounds and to occasionally lift and carry up to 50 pounds.
  • Possess hand/eye/foot coordination adequate to perform rescues, maintenance & first-aid.
  • Ability to stand, walk, sit, twist, reach, bend, grasp, kneel and perform a variety of similar body movements; ability to stand and sit for extended periods of time.

Pay: $17.73 - $22.99 per hour
