This is a technical and supervisory position responsible for 24-hour operation of the City's water treatment and storage facilities in accordance with Federal, State and local requirements. This work involves Monitoring daily operations of the (WTP) Water Treatment Plant, conducting evaluations, being on call 24hrs, operate the WTP when necessary, purchasing parts and equipments, and ordering chemicals for daily treatment and operation of the WTP. Duties are performed under general direction of the Water Treatment Plant Superintendent or designee.
The following duties are normal for this position, the omission of specific statements of duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
- Oversee, supervise and direct the duties of the personnel as assigned by Plant Superintendent, makes work assignments; monitors status of work in progress; inspects completed work; troubleshoots problem situations.
- Leads and trains subordinate operational and maintenance staff assigned; advises and instructs on methods and techniques for improving efficiency of duties and operations.
- Performs duties required of a Treatment Plant Operator “A” as needed.
- Prepare work assignments, enforce work rules and distribute projects to section employees for completion.
- Performs work and assists in supervision of water treatment staff who operates maintain and repair the water treatment plant, it’s systems facilities and equipment; assigns work to plant personnel provides guidance and technical assistance; explains and demonstrates safety procedures.
- Oversees the daily operations of the plant; reviews the work completed, and reviews daily log sheets and weekly profile information.
- Inspects plant for problems and identifies needed maintenance and repair work; assigns work to appropriate staff; discusses operational and mechanical issues with subordinate operators and mechanics as appropriate; reviews daily labs result and discusses water quality problems with plant manager; completes work orders for mechanical work.
- Maintains chemical inventory orders, tracks, and receives chemicals maintains proper documentation.
- Assist in preparing standard operating procedures;
- Oversees Plant Operations to remain in compliance; Ensures compliance with safety regulations, standard operating procedures and Federal, State and County Regulations;
- Stay up to date with new and revised regulatory documents such as Florida Administrative Code; Utilize this knowledge to recommend changes to the Plant Manager.
- Available for call-out for emergency conditions or process failures/upsets. This will include operational duties when required by inadequate availability of staff, (covering shifts).
- Fosters positive employee relations and employee morale on a City-wide basis.
- Performs general maintenance tasks necessary to keep buildings, vehicles, equipment, and tools in operable condition, which may include inspecting equipment, replacing parts, washing/cleaning equipment, cleaning work areas, painting of building surfaces, pipes and equipment, maintaining grounds including removing trash and emptying trash cans, replacing light bulbs, refilling paper supplies, reporting faulty equipment or problem situations. Works around rotating equipment and various hazardous chemicals.
- Performs various skilled and manual tasks in support of plant operations, which may include cleaning tanks, inspecting/draining containment areas, hosing clearwell decks, checking/cleaning service pump room, exercising/cleaning eyewash and showers, de-scaling treatment basins, wiping down equipment and control panels, loading/unloading materials, lifting/moving heavy materials, painting building, piping and/or equipment surfaces.
- Utilizes a variety of mechanic tools which may include carpentry tools, shovel, pick axe, testing materials, diagnostic tools and radio communications equipment. Conducts periodic inventory counts of equipment, tools, chemicals, and supplies.
- Completes or fill-out various forms, reports, correspondence, logs, charts, test forms, inspection sheets, checklists, historical data, rain reports, summary sheets, filter lab analysis sheets, monthly operating reports, inventory reports, risk management plan, hurricane preparedness plan, and other water treatment plant reports, purchase requests or other documents.
- Performs other related work as required.
- High school graduation or possession of an acceptable equivalent diploma. Considerable practical and supervisory experience in the operation and maintenance of mechanical, electrical, chemical feed systems and process control, of a water treatment plant. Minimum of 5 years’ of working experience in the operation and maintenance of a Lime Softening or Nanofiltration Water Treatment Plant equal or larger than 10 MGD. Must possess a State of Florida Class "A" Water Treatment Plant Operator’s License.
Knowledge of the occupational hazards to worker's health and individual safety. Ability to apply precautionary measures. Ability to interpret laboratory data as it relates to various chemical processes and be capable of implementing changes in feed systems to optimize treatment. Ability to organize, establish priorities, and assure high quality operations. Ability to develop sound record keeping procedures, communication, computer logging and prepare accurate records. Ability to understand complex directions and to follow moderately complex blueprints and sketches, as well as plans, and ability to operate SCADA software. Ability to manage and prioritize routines, specialized and complex assignments and problems utilizing knowledge acquired through prior education, training, and experience. Ability to communicate effectively in oral and written form. Ability to adapt to an evolving and continually improving environment. Ability to utilize a personal computer and office software such as Excel, Word, Power Point, and other Microsoft operating systems.
