Overview
Under minimum to no supervision, the Lead Water Meter Technician provides assistance and technical level work, leading a crew performing daily operation tasks and maintenance for residential and industrial water meters. This position will assist with the assignment of staff and quality control checks and requires heavy customer contact and complaints resolution.
Essential Functions
1. Organizes, prepares, and issues daily work assignments for four to ten employees performing maintenance work for the Dallas Water Meter division; oversees the work to ensure that all maintenance is completed in a timely and efficient manner while adhering to safety compliance standards and department protocols and procedures.
2. Provides, performs, and conducts consistent on-site job and safety training to ensure compliance with regulatory standards; explains, communicates, and demonstrates safe and efficient work methods.
3. Provides lead level expertise solving problems and addressing meter related issues. Suggests process improvements for metering processes and methods to improve public relation activities with the community, including the monitoring of employee progress and managing the workload with the resources allotted. Identifies process improvements within SAP and prepares proposals to manage best practices.
4. Adheres to quality customer service in all customer interactions. Handles citizen and customer complaints and concerns. Communicates directly with customers in person, over the phone and by written correspondence to resolve meter related concerns or inquiries. Ensures quality customer service standards and respond-time are met by all employees in daily interactions.
5. Leads the testing, maintenance, and care of small and large residential, industrial, and commercial water meters by performing facilitating and overseeing preventative maintenance activities. Replaces or repairs City of Dallas water meters by performing inspections and reporting issues.
6. Gathers, compiles, prepares, and drafts daily paperwork; produces various reports, daily maintenance activity and individual work orders or requests, including work counts, hours, vehicle maintenance, vehicle inventory, quality control checks of crew and materials.
7. Performs other work as needed or assigned.
Knowledge and Skills
- Thorough understanding of reading water meters of various sizes and types.
- Thorough knowledge of general water utility equipment and meters.
- Knowledge of and ability to use and care for hand and power tools.
- Knowledge of SAP water meter modules or general SAP reader-program.
- Ability to follow and give verbal and written instructions and maintain written records.
- Ability to perform non-complex mathematical calculations.
- Ability to perform a variety of manual labor for extended periods, including in inclement weather conditions.
- Ability to lift and work with heavy equipment.
- Ability to maintain records and update work logs in tracking system.
- Ability to establish and maintain effective working relationships and lead a small team.
- Ability to make independent decisions, escalate issues in a timely manner, and use judgement to address critical matters efficiently.
EDUCATION
High school diploma or GED.
EXPERIENCE
- Four (4) years of experience of public water service-related experience which included working with the public.
- Some experience in project or crew supervision is preferred.
- Experience with MAXIMO or an inventory management system for ordering parts and components and approving orders is preferred.
LICENSES and CERTIFICATIONS
- Valid Texas Driver's License with good driving record.
- Class “D” (or higher) Water License from the Texas Commission on Environmental Quality (TCEQ):https://www.tceq.texas.gov/licensing
- Must obtain Class “C” (or higher) Water License from the Texas Commission on Environmental Quality (TCEQ) within the probationary period:https://www.tceq.texas.gov/licensing
- May be required to obtain a Confined Space Entry certification from the TCEQ during probationary period depending on assignment.
EQUIVALENCY
Class “C” Water License from the TCEQ will meet the education and experience requirements.
OTHER REQUIREMENTS
- Some positions may require working nights, weekends, and/or holidays.
- Some positions require twenty-four/seven (24/7) emergency call-out.
- Ability to lift and carry up to 50lb.
- Knowledge of principles and practices of training, supervision and personnel management.
- Some positions require advanced ability to lead and mentor personnel effectively.
- Subject to background check.
- May be required to work in inclement weather conditions.
- Must be available to work various shifts.
Salary Range
$52,243.19 - $60,002.60
The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
