What are the responsibilities and job description for the Development Services Specialist position at City of Crystal Lake?
Under the direction of the Support Services Coordinator, this individual is responsible for providing administrative and technical assistance to external and internal customers. Nature of the work performed requires a professional manner in all dealings with the public and City and department staff. Work requires the exercise of considerable judgment, initiative, and discretion along with the ability to learn and improve operational processes. In the absence of the Support Services Coordinator, this position will act as supervisor to the Development Service Representatives.
Some essential job functions include:
- Independently provides technical assistance and a high level of quality customer service in a thorough and professional manner to members of the public regarding building, planning, zoning, engineering, and property maintenance procedures and processes.
- Receives and processes application requests with customers, enters complete and accurate information into the land management tracking system (Accela), and transmits for further department review.
- Performs intermediate-level software support tasks to the department, including Accela, FileBound document management system, and Microsoft products, in order to be able to problem solve and answer questions of coworkers.
- Prepares, maintains, and processes data for monthly, quarterly, and/or annual reports for department reporting and statistics.
- Processes elevator invoicing and manages the Elevator Safety program.
- Manages the Department’s historical document digitization project.
- Processes and coordinates the compiling of information for release of Freedom of Information Act (FOIA) requests.
- Provides general office support.
- Position may be required to attend city meetings outside of standard hours and provide minute taking.
The successful candidate must possess excellent verbal and written communication skills and have proven strong technical skills in various software applications including Microsoft Office Suite. The candidate must also have outstanding organizational and time management skills, and be detail oriented with multi-tasking capabilities in a fast paced environment. Critical thinking and problem solving skills along with excellent customer service skills, including the ability to deal tactfully with the public and a high level of integrity in dealing with confidential and sensitive information is essential. Knowledge of engineering, building construction, and zoning terminology as applicable to a municipal setting is a plus.
In addition to the skills listed above, qualifications for this position also include a high school diploma or equivalent, a minimum of three years of progressively responsible clerical or administrative support experience in an office environment, or any equivalent combination of training and experience, which provides the required knowledge, abilities, and skills. Experience in a municipal or public sector environment is preferred.
Hours are generally 8:00 AM – 5:00 PM, Monday through Friday.
The full salary range for this position is $29.46 to $42.43/hour. Starting salary is dependent on qualifications. The City offers an excellent benefits package, including health, dental, vision, and life insurance, as well as participation in the Illinois Municipal Retirement Fund (IMRF).
This position is anticipated to begin employment after January 1, 2026.
