The Planner I position performs professional planning work related to land use, zoning, and development review. This position reviews residential and commercial development proposals, processes planning and zoning applications, and ensures compliance with the City’s Land Development Code, Comprehensive Plan, and applicable state statutes. Job Responsibilities
- Review plans and specifications for residential and commercial development projects
- Review building permit applications, business tax receipt applications, and other miscellaneous planning and zoning related permits.
- Process annexation, future land use amendment, rezoning and variance applications.
- Adhere to public notice process for activities governed by state statute.
- Review subdivision and commercial development applications and plans to the standards of applicable city codes and coordinates review with other city departments.
- Provide site inspections of developments for compliance with applicable city codes.
- Draft and present staff reports, ordinances, and resolutions pertaining to the above, and as otherwise assigned.
- Coordinate with developers to assist in the overall development process.
- Assist with public noticing, application intake and processing as it relates to the Community Development Block Grant (CDBG) program and State Housing Initiative Partnership (SHIP) programs.
- Understand, interpret and apply the requirements and policies in the Land Development Code, Comprehensive Plan, Code of Ordinances, and other City plans and documents.
- Assist with Community Redevelopment Agency related activities.
- Attend and participate in various meetings relevant to planning, zoning and development. Represent the City within committees and other governmental entities, as assigned.
- Fulfill any other duties as assigned.
- Knowledge of the principles and practices of land use planning and civil development as well as knowledge of current trends, laws and updates regarding same.
- Working knowledge of programs such as Community Development Block Grant (CDBG), State Housing Initiatives Partnership (SHIP), or other similar program(s) is preferred.
- Knowledge of statutory regulations relating to essential municipal planning functions.
- Ability to effectively consult with and assist coworkers, contractors, developers and consultants.
- Ability to respectfully communicate with the public, board members and elected officials.
- Ability to speak publicly and make presentations of staff reports and recommendations.
- Ability to understand, interpret and review civil development plans.
- Ability to maintain effective working relationships with other employees.
- Ability to work in a group, as well as independently with minimal direction.
- Ability to adapt to changes in task priorities and focus.
- Proficiency in ESRI ArcGIS Pro preferred.
- Proficiency in Microsoft 365 Suite.
- Possession of a valid State of Florida Driver’s license is required.
- Bachelor’s degree in urban and/or regional planning, public administration, or other closely related field, or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
- AICP certification or candidacy preferred.
- GIS experience is preferred.
- This position primarily consists of office work, which requires sustained periods of sitting, with limited movement.
- Repetitive movements related to standard office tasks.
- Occasional lifting - using up to 20 pounds of force to move objects.
- Standing and walking on active construction sites, maneuvering non-accessible and irregular surfaces.
- Standing and speaking for sustained periods of time when making presentations.
