Housing and Community Development Manager

A local company in Pensacola, Florida is looking for a Housing and Community Development Manager to join their team. This is a highly administrative and professional position assisting the Housing Director in the day-to-day functioning of the housing and community development grants managed by the office. Employee supervises professional, technical, and clerical employees in a variety of projects. Manages various Housing and Community development grant programs for the City of Pensacola Housing Department, to include federal Community Development Block Grant (CDBG), Community Development Block Grant Disaster Recovery (CDBG-DR), and HOME Investment Partnerships Program (HOME), State Housing Initiatives Partnership (SHIP) Program, and other local, state, or federal funding targeted for low and moderate income housing and community development activities.

Job Responsibilities:
  • Plans, organizes, coordinates and supervises the work of subordinate employees functioning with housing and community development programs, including homebuyer and housing rehabilitation programs.
  • Develops, recommends, and administers policies and procedures for the programs’ administration activities, to include construction requirements, loan processing and underwriting, and compliance monitoring for programs facilitated or directed by the Department.
  • Assist with development and submission of HUD Consolidated Plan, HUD Annual Action Plans, Consolidated Annual Performance and Evaluation Report (CAPER), and SHIP Local Housing Assistance Plan
  • Establishes and maintains record keeping and reporting systems to track and monitor financial and programmatic reporting requirements to the Florida Housing Finance Corporation; U.S. Department of Housing & Urban Development (HUD), to include the Integrated Disbursements Information System (IDIS); and other grantors as may be required.
  • Develop, review, monitor, and submit federal, state, and local administrative reports and plans related to program funding, to include management of the division’s budgets and workflow
  • Review reimbursement requests and monitor performance activity to ensure objectives are accomplished for outside contractors, not for profits, and other entities, including desk and on-site monitoring per contract and funding source regulations
  • Interpret federal and state housing and community development program regulations; and assist with the preparation of grant applications. Create and administer subrecipient and vendor requests for proposals, interlocal agreements, and contracts in accordance with grant requirements
  • Manage federally funded construction projects for compliance with the federal labor standards act by preparing bid document packages, attending pre-bid conferences, reviewing weekly payroll reports, performing onsite interviews, ensuring compliance with other laws, rules, and regulations, and using IDIS in order to complete project and activity set-up, draw request payouts, reporting, and closeouts
  • Conduct NEPA environmental reviews for HUD funded projects by consulting with appropriate federal and state agencies as needed to complete reviews
  • Provide staff support for the Affordable Housing Advisory Committee (AHAC) and attend or facilitate public meetings, training sessions, and committees regarding department activities as necessary
  • Interact with not for profit organizations, lenders, builders, and housing developers related to the delivery of housing, public service, and community development programs.
  • Provides technical guidance to staff and/or other interested parties.
  • Acts as liaison with Federal, State, local and other agencies.
  • Performs related work as required.
Qualifications:
  • Graduation from an accredited college or university with bachelor’s degree in public or business administration, Economic Development, Finance, Real Estate, Community Development, Urban/Regional Planning, or related field and three (3) years of progressively responsible and pertinent experience with housing or community development grant management, OR Combination of training, education, and/or work experience equal to or higher than the requirements listed above as determined by Human Resources.
  • Extensive knowledge of Federal and state housing and community development programs, rules and regulations administered by the department, including CDBG, CDBG-DR, HOME, and SHIP
  • Knowledge of pertinent principles, practices, methods, materials, tools and equipment applied in the specified field
  • Knowledge of City and departmental rules and regulations
  • Ability to conduct research, data analysis, and report writing
  • Ability to manage complex projects and programs through completion
  • Ability to assign and evaluate the work of professional, technical and clerical associates
  • Ability to prepare clear, concise, and comprehensive reports
  • Ability to communicate effectively both orally and in writing, to include public speaking
  • Ability to conduct efficient and effective meetings
  • Ability to establish and maintain effective working relationships with associates and the public
  • Possession of an appropriate driver license for equipment operated and any license, training or certification required by law or regulation to complete assigned tasks
  • While performing the duties of this job, the employee is regularly required to use hands and fingers to hold or feel, reach with hands and arms, walk, talk and hear. The employee is occasionally required to stand, sit, climb, balance, stoop, and crouch. Specific vision abilities include close, distance, color, and peripheral vision, and depth perception.
  • The noise level in the work environment is usually moderate. Some jobs may require an employee to be exposed to outside weather conditions, wet and/or humid conditions.
Compensation and Benefits:
  • For this position, you would be paid $31.51/hour
  • Monday through Friday, 8:00 am to 5:00 pm
  • Contract to Hire position
