The Deputy Public Works Director - Utilities is responsible for oversight of the Utilities Division, which includes the water distribution, water treatment, sanitary sewer, streetlighting, City-owned fiber and traffic signal systems. Manages all staff, ensures program delivery, oversees capital projects, and is responsible for long range planning. Responsible for budgets, council issues, purchasing, managing contracts, and ensuring the public receives effective and efficient utilities services consistent with the City’s vision.
- Responsible for administration and management of the Utilities Division.
- Complete long-range planning for the Utilities division, which includes development and implementation of the 10-year water distribution, water treatment, sanitary sewer and streetlight Capital Improvement Plans along with the comprehensive water supply and sanitary sewer plans.
- Responsible for all capital improvement and maintenance projects within the division. Manage engineering consultants as needed to plan, design, and implement these projects.
- Responsible for the annual budgets for the Utilities division; including submission of budget and capital equipment purchases for approval to the Public Works Director; and monitoring compliance with the approved budget.
- Responsible for oversight of the SCADA system.
- Coordinate with the Finance department regarding monthly utility billing.
- Work with the Utilities Superintendent to plan, set priorities and provide technical direction to the Utilities division employees.
- Provide direction to the Utilities Superintendent as it relates to day-to-day operations of the Division.
- Manage emergency response situations within the division.
- Attend and present information to the City Council and Advisory Commissions as needed.
- Work with the Finance department on the completion of utility rate studies.
- Responsible for oversight of the chlorine program, including the EPA Risk Management Program (RMP) and Process Safety Management (PSM).
- Utilize a team approach to reviewing and making effective recommendations for improving customer satisfaction and enhancing efficiency of service delivery through changes to departmental operations.
- Remain current with state and federal requirements impacting the division, provide oversight for year-end reporting to all state agencies.
- Work with the engineering division to review water, sanitary sewer, and streetlight construction plans for new development.
- Responsible for supervision and evaluation of the Utilities division. Provide leadership and coaching in the supervision of the Utilities division employees. Provide on-going review and feedback concerning department goals, projects and priorities.
- Provide oversight of the Public Works maintenance divisions in the absence of the Public Works.
- Responsible for the recruitment and hiring of all full-time staff.
- Effectively respond to union grievances and bargaining unit requests. Confer with Director, Superintendent and Human Resources Manager on contract interpretations, City policy and other federal and state laws affecting city personnel. Assure compliance with the collective bargaining agreement.
- Establish and maintain a working climate in which assigned employees are effectively motivated to work up to their full potential.
- Perform such other duties as are consistent with the tasks of the position and as may be assigned by the Public Works Director.
- Bachelor’s Degree in Civil Engineering or a related field.
- Eight years’ progressive experience in a field related to public utilities.
- Five years’ supervisory experience.
- Experience with budgeting and identifying long-term capital needs.
- Experience with OSHA requirements/mandates, employee Right-to-Know and CDL requirements.
- Ability to supervise staff; manage and resolve conflicts.
- Ability to manage multiple efforts in an efficient, effective and cooperative manner.
- Ability to develop and maintain positive and effective working relationships with other staff, commissions, Council, businesses, and the public.
- Ability to communicate clearly, both orally and in writing.
- Ability to physically move about properties, facilities and construction areas to carry out duties of position.
- Computer experience and proficient with Microsoft Word, Excel, PowerPoint and Outlook.
- Class “B” Water Operator Certification.
- Two or more years related supervisory experience in a union setting.
Salary : $133,162 - $166,462
