JOB SUMMARY:
Employees in this class are under the general supervision of the Public Works Director. Provides support and assists department staff and the public in the overall daily activities of the department including administrative support, customer service, and technical work assisting inspectors, engineers, and surveyors with inspections, surveying, and GIS data management.
Examples of work performed: provides support in maintaining and overseeing plans, data , schedules, and work assignments for employees engaged in the administrative and engineering/inspection division of the department; handles phone calls and citizen complaints and routes them to ap propriate staff for resolution; provides support in maintaining records and billing information using various computer programs; assists in receiving and filing engineering plans and documents for the department; data entry and recordkeeping for department; assists with department inspections and documentation procedures; assists in writing and submitting grants for department funding; assist in data collection and updating GIS maps for the department; plan and assist with public outreach events. May be required to work a flexible schedule. Performs related work as required.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of equipment used and operational procedures for the public works department
Knowledge of various record keeping computer programs, computer hardware, and software
Knowledge of applicable local, state and, federal safety and traffic regulations
Knowledge of report writing and spreadsheet creation and data entry and upkeep
Knowledge of maintenance of equipment and tools used in the division
Knowledge of occupational hazards and safety precautions
Knowledge of city street names and locations
Ability to use GPS equipment to gather data for GIS
Ability to use good judgement, make decisions, and work independently without close supervision
Ability to communicate effectively orally and in writing
Ability to gain knowledge in governmental procedures and policies and grant preparation skills
Able to work a flexible schedule which could include Saturday shift for public outreach events
Ability to carry out written and oral instructions
Ability to operate a personal computer and appropriate software
Ability to keep records and make reports concerning billing, inspections, complaint tracking, etc.
Ability to deal with public complaints in an effective manner
Ability to establish and maintain an effective working relationship with the public and co-workers
REQUIRED MINIMUM QUALIFICATIONS:
High school education or equivalent is required. Must possess a valid Tennessee drivers' license. Possess a Level 1 TNEPSC Certification or have the ability to obtain within 6 months of employment. Must be able to communicate effectively orally and in writing. Must be able to operate a computer.
PREFERRED QUALIFICATIONS:
Bachelor's Degree in a related field and/or a combination of education and experience preferred. Some experience or know ledge of GIS data collection is preferred.
WORKING CONDITIONS:
Physical:
May be called upon to assist employees in the department. At such times, bending and lifting items up to 100 pounds will be required. Other physical activities will be performed by accessing various terrains on sites. May be required to work a flexible schedule.
Environmental:
Some work is performed in an office environment; however, must be able to visit job sites and work in weather extremes.
