The purpose of this job is to manage Transit operations from an administrative management level, directly interacting with city management and stakeholders and achieving defined objectives by developing, implementing, evaluating, and maintaining services in compliance with relevant guidelines, codes, and regulations. Supervises and directs assigned staff.

Essential Duties and Responsibilities - The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description
  • Supervises, manages, and evaluates assigned employees and makes decisions about hiring, and discipline of employees; prioritizes and assigns work; develops and oversees employee work schedules and approves time away from work; provides and/or facilitates employee training and development; addresses employee concerns and/or problems; counsels and/or disciplines as appropriate; completes employee performance appraisals; determines or makes recommendations regarding new hire salaries; and acts as liaison between employees and management.


  • Plans, prioritizes, supervises, reviews, and participates in work of staff responsible for overseeing daily Transit operations to ensure the safe, efficient, and effective delivery of services.

  • Interacts and collaborates with city management, elected officials, educational institutions, public, and media, to ensure best possible outcomes for customers.

  • Prepares and manages division budget and contracts.

  • Ensures compliance with federal, state, and local regulations and policies. Prepares and compiles files and data to meet reporting requirements.

  • Works closely with other divisions and departments to plan services impacting customers and city services. Aligns planning efforts with city’s core values and strategic priorities. Acts as main contact for planning consultants and providing accurate information and data to facilitate efforts.

  • Regular attendance is a necessary and essential function.

  • Performs other duties as assigned.

Supervisory Responsibilities
  • Work requires managing and monitoring work performance by directing multiple groups of employees across more than one business function including making decisions on hiring, disciplinary actions, evaluating program/work objectives and effectiveness, conducting performance evaluations, and realigning work and staffing assignments, as needed.

  • May assist in the collection of data in support of recommendations for departmental budget allocations. May monitor division or program/promotional level budget and expenditures.

Education and Experience - An equivalent combination of education, training and experience will be considered
Education and Experience

  • Bachelor’s Degree in Public Administration, Business, or related field.


  • 5 to 7 years’ experience in transportation administration, including previous supervisory experience.

Licenses or Certifications

  • Valid driver’s license.

Knowledge, Skills and Abilities which may be representative, but not all-inclusive of those commonly associated with this position
Knowledge of:

  • Transit operations including maintenance and security.


  • Federal Transit Administration (FTA) rules and regulations.

  • Budget control methods, policies, and procedures.

  • Business and management principles involved in strategic planning, resource allocation, and/or production methods.

  • Common business software applications such as Google Suite and Microsoft Office.

Skill in:

  • Communicating verbally and in writing to meet the needs of the audience.

  • Applying active listening and asking questions for understanding.

  • Monitoring and assessing the performance of employees or organizations to make improvements or take corrective action.

  • Developing and maintaining effective working relationships.

Ability to:

  • Collaborate with city management, elected officials, educational institutions, public, and media.

  • Prepare and manage contracts.

  • Prepare grant applications and administer grant-funded programs.

  • Compile, organize, interpret, and communicate data and results concisely.

  • Apply logic and reasoning to evaluate the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.

  • Create and present reports.

  • Handle difficult and stressful situations with professional composure and maintain effective interpersonal relationships.

  • Effectively plan and delegate the work of others and to train and supervise the work of others

  • Regularly use a computer, software, phone and related office equipment.

  • Focus on tasks.

Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.


Hours/Days
Typically Monday to Friday, 8:00 a.m. to 5:00 p.m. with some evening meetings.

Starting Salary
$38.61/hr - $47.49/hr; Minimum to Midpoint; Commensurate w/Training & Experience
