The purpose of this job is to ensure project objectives align with critical needs of business and organizational strategic priorities conveyed by the Project Management Office Manager. Delivers quality projects that meet defined scope and are on time and within budget.

- Manages project scope, quality, cost, and time.
- Works with sponsoring department to establish stakeholder expectations.
- Collaborates with sponsoring department to develop project goals, measurable objectives, and deliverables that meet customer needs and align with the City’s strategic goals and objectives.
- Performs quality assurance, validates project scope, and manages project plan.
- Develops and monitors project charter, change, and configuration management plans.
- Determines project risks, plans, and executes risk responses.
- Determines internal and external project resource requirements. Acquires and manages resources, develops project team, and controls project procurements.
- Manages, monitors, and controls stakeholder communications. Determines optimal communication plan to foster stakeholder engagement.
- Regular attendance is a necessary and essential function.
- Performs other duties as assigned.

Education and Experience - An equivalent combination of education, training and experience will be considered
Education and Experience
- Bachelor’s Degree in Project Management, Business Administration, or related field.
- 3 to 5 years’ experience in project management.
Licenses or Certifications
- Project Management Institute Project Management Professional Certification required.
Knowledge, Skills and Abilities which may be representative, but not all-inclusive of those commonly associated with this position
Knowledge of:
- Project management, waterfall methodologies, and industry advancements.
- Business and management principles involved in strategic planning, resource allocation, and/or production methods.
- Organizational knowledge, including applicable policies/procedures, charter/ordinances, and local, state, and federal laws.
Skill in:
- Maintaining detailed and accurate project documentation in Project Management Information Systems.
- Developing, monitoring, and controlling project schedules and costs using project management software.
- Utilizing risk analysis techniques and response strategies.
- Performing quality assurance from project requirements to deliverables acceptance.
- Managing project budgets and contractual procurements, and determining the impact of proposed changes to schedule and cost.
- Utilizing available communications technologies.

- Escalate risks or issues to appropriate levels of management while managing project changes and meeting deadlines.
