The City of Colton Human Resources Department is seeking a motivated professional
who thrives in a fast-paced environment and has strong understanding of employee and labor relations, classification and compensation, recruitment and selection and worker's compensation.

DEFINITION:
Under limited direction, performs a wide variety of highly complex professional, technical and analytical activities in support of the City's Human Resource management programs, including recruitment and selection, classification and compensation, training and development, employee and labor relations, benefits and workers' compensation; and performs related work as assigned. The Senior Human Resources Analyst may supervise and direct support staff and is an exempt management level position. Provides responsible and complex assistance to the Human Resources & Risk Management Director and oversees the day-to-day functions of human resources staff.

DISTINGUISHING CHARACTERISTICS:
The Senior Human Resources Analyst is the advanced management level responsible for performing difficult, complex professional work in one or more assigned functional areas of human resource management. Incumbents provide professional advice and counsel to City management, supervisors and staff and perform their responsibilities with a significant degree of independence and application of professional experience and judgment. The Senior Human Resources Analyst also provides lead supervision of other professional and support human resources staff. The position is distinguished from the Human Resources Analyst in that performs more difficult, complex and sensitive work of greater Citywide impact requiring broader professional knowledge and experience.

May exercise direct supervision over assigned technical, clerical and/or volunteer staff.
EXAMPLE OF DUTIES
ESSENTIAL FUNCTIONS: The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Oversee the day-to-day administrative functions of the department and staff.
  • Provides lead work, direction, and guidance to human resources staff to ensure a high performance, service-oriented work environment which supports achieving department and City mission, strategic plan and objectives; develops, recommends and implements work processes and procedures to streamline department work flow.
  • Analyze legislation and regulations to determine the effect on City personnel programs.
  • Conducts a variety of special projects as directed by the Human Resources & Risk Management Director.
  • Assist in the development and implementation of department goals, objectives, policies and procedures, analyze and recommend strategies to improve effectiveness and/or operations.
  • Answers questions and provides guidance to staff in interpreting laws, regulations, policies and rules.
  • Oversee and participates in developing the department's annual budget and monitoring expenditures; purchasing, and contracts.
  • Ensure adequate records retention of legal, employment, human resources and other documents.
  • Recommend and implement recruitment and selection programs, plans and strategies; conduct outreach recruitment programs to obtain qualified candidates; assist in the entire recruitment process, make job offers to successful candidates; counsel applicants regarding employment opportunities and selection processes.
  • Ensure compliance with applicable federal, state and local laws, regulations and guidelines.
  • Participate in and assist with the City negotiation process and in the labor relations process; communicate with managers, staff and employee associations on City labor relations and MOU issues; consults with employees and their representatives to identify and resolve employee/employer-related problems and issues; provide positive working relationships
  • Leads in employee relations and resolution of disputes; works with managers and supervisors to resolve performance and conduct issues; recommends corrective action and reward strategies, subject to management concurrence; advise managers and supervisors on positive employee relations practices.
  • Lead and participate in conducting a City-wide salary survey and conducts the more complex organizational and position classification studies; audits and prepares new or modified class specifications; recommends the classification of new or modified positions, classes and class series; designs and conducts special surveys and studies regarding compensation and other human resource management issues; recommends salary structure or benefit program changes based on studies and analyses.
  • Oversee workers’ compensation claims activities and injured workers’ return to duty and return to work program; work with city departments to arrange for modified or alternate work assignments and/or to provide reasonable work accommodations for employees with work related and non-work related injuries.
  • Develop and present a variety of employee training and development programs; assist management in identifying training and development courses and programs for their staff; coordinates employee training programs with public and private organizations.
  • Assist in the administration of the City's employee benefit programs; answers management and employee questions regarding benefits programs and options and takes action to resolve employee and third-party insurance provider problems; assists employees in applying for short-term and long-term disability benefits and follows up with third party insurance providers regarding issues.
  • Provides guidance and assistance to City management and staff on a wide variety of human resources issues and concerns; interprets policies, procedures, rules, regulations, applicable laws and labor contract provisions for managers, staff and the public.
  • Oversee the employee recognition award program and other special events relating to department responsibility.
  • Assists Risk Management with liability and workplace health and safety issues.
  • Administer and oversee specialty programs as needed, such as the COVID-19 Prevention Program.
  • Administer and oversee the NEOGOV software system for recruitment, onboard, performance evaluations, forms and training.
  • May serve on a variety of City committees and task forces.
  • Maintain prompt and regular attendance.
  • Perform other related duties as required.

Successful candidates will have their name certified to an eligibility list. This list is valid for one (1) year and will be used to the immediate vacancy. The top three scoring candidates will be referred to the Human Resources & Risk Management Director for a selection interview.
