About The Position
The City of San Bernardino is seeking a Senior Human Resources Technician to join our Recruitment and Benefits team through the San Bernardino Temporary Staffing (SBTS) program. This is a temporary position designed to support the Human Resources Department during a system implementation.
The Senior Human Resources Technician performs a variety of highly responsible and complex paraprofessional and administrative duties in support of the City’s Human Resources Department. This position provides support across both the Recruitment and Benefits divisions, performing a variety of related duties and assisting with cross-functional initiatives as needed.
The ideal candidate will be task-oriented, able to work efficiently in a high-volume environment, and demonstrate the ability to work independently as well as collaboratively within a team.
San Bernardino Temporary Staffing Assignments
SBTS employees are hired for departments requesting and anticipating temporary assistance. SBTS employees are temporary, at-will employees and their assignments can be terminated at any time, with or without cause. SBTS employment can be at a full-time or part-time basis, and cannot exceed a term of six (6) months. Employees are expected to complete the duration of the assignment. SBTS employees may be required to drive on City business and must meet all vehicle and safety requirements before authorization is given to operate a City or personal vehicle while on City business. SBTS employees must submit and complete all required documents and have a valid driver’s license. Assignments requiring a commercial license will have to adhere to the Department of Transportation (DOT) and Federal Motor Carrier Safety Administration (FMCSA) requirements.

Education And Experience
Possession of an Associate's Degree from an accredited college in Business, Management, Psychology, or a related field. AND Two (2) years of technical or administrative human resources experience; or an equivalent combination of education, training, and experience.

Day In The Life Consists Of
- Assist in the development and review of recruitment strategies to attract qualified candidates, and support benefits administration processes including enrollments, changes, and employee communications.
- Create and post recruitment announcements, manage advertising through various platforms, and assist with benefits-related communications such as open enrollment and program updates.
- Represent the City at job fairs and outreach events, and provide employees with information regarding benefits programs and resources.
- Provide customer service over the counter and via phone, responding to inquiries related to job opportunities, application processes, and employee benefits.
- Review and process employment applications, ensuring completeness, accuracy, and compliance with requirements.
- Support new hire onboarding and benefits orientation by reaching out to employees to ensure required paperwork is completed accurately and on time.
- Answer employee questions regarding medical, dental, vision, FSA, and life insurance plans, including explaining coverage, premiums, and plan differences.
- Process Personnel Action Forms (PAFs) and coordinate with payroll to ensure accurate employee records and transactions.
- Prepare and distribute HR newsletters and communications to keep employees informed of recruitment efforts, benefits updates, and HR initiatives.
Education And Experience
Possession of an Associate's Degree from an accredited college in Business, Management, Psychology, or a related field. AND Two (2) years of technical or administrative human resources experience; or an equivalent combination of education, training, and experience.

- Proficiency in using standard business software applications, such as word processing and spreadsheets, to support HR functions.
- Expertise in business communication principles, proper English usage, and knowledge of recordkeeping, filing procedures, and legal requirements.
- Proficient in using computers and standard business software, with the ability to operate office equipment and manage benefits and employment programs.
- Skilled in planning, organizing, and meeting deadlines with minimal supervision while maintaining accurate records and files.
