Manager, Open Data and Analytics

Overview

Manager, Open Data and Analytics leads the Open Data and analytic efforts for the City of Cleveland in the Office of Urban Analytics and Innovation (Urban AI). This role reports to the Director.

The Open Data and Analytics team in Urban AI enables improved decision-making through data analytics; increases transparency and quality control through access to data; and establishes data governance. At its core, this team is responsible for establishing a culture of data and continuous improvement in City Hall as we seek to modernize city hall, improve operations, and better deliver services to residents.  

Coordinates with analyst/programmers, documentation specialists, user technology specialists, and other support staff involved in the development of new or maintenance of existing information technology systems. Supervises the various phases of application and systems analysis, development, coordination, implementation, and documentation ensuring that user applications and sub-system activities are compatible with total system objectives. Is responsible for systems planning, the development and review of designs and plans of information technology related to projects to ensure all requirements are satisfied, reconciliation of conflicts within and between staff regarding resources, deadlines, and standards, and the resolution of the most difficult computer and applications related problems. Initiates or participates in systems analysis studies. Directs applications systems planning, budgeting, and acquisition, and accepts new equipment for the department. Monitors time and dollar expenditures to ensure projects and budgets meet established targets. Writes periodic progress, project status, and problems resolution reports regarding information technology for management review. Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work process, and work cooperatively and jointly to provide quality seamless customer service. Performs other job-related duties as required.A High School Diploma or GED is required. A Bachelor's Degree in Computer Science, Business Administration, or related field from an accredited four year college or university is required. Five years of full time paid experience in the area of project management is required. Project management certification and knowledge of Microsoft Project is required. (Substitution: Two additional years of college education may substitute for certification in program management.) Must be computer proficient and familiar with the Internet. Must be knowledgeable in Microsoft Office (Word, Excel, PowerPoint, Access). Must be able to lift and carry a minimum of thirty (30) pounds. A valid State of Ohio Driver's License is required.

Responsibilities include: 

  • Define and lead complex, cross-departmental analytics and data projects to successful completion.
  • Develop and launch complex analytic solutions that support city strategic initiatives.
  • Oversee the operations of the city’s Open Data Portal and plan for continuous improvement and optimization of the portal.
  • Support city departments in using analytic tools (Power BI, GIS).
  • Develop and implement change management strategies and plans that maximize employee adoption and usage of data and analytic products.
  • Facilitate ongoing community engagement and awareness of City data initiatives through partnerships with community organizations, nonprofits, hackathons, etc.
  • Serve as the liaison to city staff, departments, consultants, and senior management.

Essential Duties & Job Functions 

  • Team lead and people manager for the data and analytics staff in Urban AI.
  • Manage city-wide data and analytics projects.
    1. Determine tools, scope, timeline, and team members for assigned projects
    2. Execute projects efficiently, effectively, and completely including measuring project performance using appropriate project management tools
    3. Communicate with internal and external teams/stakeholders
  • Partner with Innovation and Process Improvement leaders in Urban AI on complex, process-driven projects.
  • Implement data management systems and processes in partnership with the city-wide Data Warehouse team.  
  • Baseline initiatives against industry best practices and peer cities. 
  • Other duties as assigned.

Additional Qualifications 

  • Experience with analytic tools such as Power BI, Tableau, GIS, R Studio, Shiny 
  • Experience with programming languages such as SQL, Python, or R, preferred 
  • Proven self-management and team-management skills
  • Ability to thrive in a project-based, team environment
  • Customer-oriented attitude
  • Excellent verbal and written communication skills 
  • Ability to establish and nurture beneficial stakeholder relationships
  • Demonstrated ability to manage complex projects across multiple departments including monitoring project budgets and timelines   
  • Self-motivated with a willingness to take initiative and solve complex problems
  • Strong attention to detail and the ability to adhere to strict deadlines; ability to multi-task

Preferred Education and Experience

  • 3 years full-time, paid, progressively responsible experience
  • Project management or program administration experience
  • Local government experience, preferred
  • Experience as people manager and/or team lead, preferred
  • A bachelor’s degree or higher from an accredited college or university, required

Salary : $90,000 - $100,000
