Income Tax Administrator
Examples of Duties
Under general direction, supervises the operations of the City tax agency. Establishes and administers agency operating policies, rules, and regulations. Assists on the resolution of tax matters to ensure compliance with tax laws and interpretations. Provides tax information and counsel to member city mayors and councils. Prepares the annual budget for the agency. Performs general supervisory duties. Performs other job-related duties as required.
Minimum Qualifications
Bachelor's Degree in Finance, Accounting, Business, Public Administration, Information Systems or related field from an accredited college or university is required. Five (5) years of full time paid progressively responsible financial experience in governmental budgeting and finance. Three (3) years of progressive supervisory experience is required. Excellent written and communication skills are required. Must possess strong analytical and problem-solving skills. Valid State of Ohio Driver's License is required.

The Central Collection Agency (CCA) is responsible for administering the municipal income tax laws and providing a central collection facility for the City of Cleveland and its member municipalities. The services provided to municipalities and their taxpayers include, but are not limited to, the following: providing online eFile and payment options, providing interactive PDF forms, assisting taxpayers over the phone and in person, processing tax returns and collecting tax revenues, verifying accuracy of tax returns, auditing tax refund requests, issuing refunds, maintaining taxpayer records, conducting compliance and delinquency programs, and distributing revenues and monthly reports to member municipalities.
The Income Tax Administrator is responsible for oversight of both the core functions of CCA outlined above, as well as the administrative functions within the Agency, which includes payroll, human resources, finance, legal, and information technology.
