 Public notice is hereby given by the Civil Service Commission of Cleveland, Ohio, of an open competitive examination for the above classification.

LIFE OF THE ELIGIBILITY LIST
The life of the eligibility list from this examination will not exceed one year from the date the list is established.  Candidates will remain eligible for no more than one year from the date they have been added to the eligibility list.

 SALARY: The prevailing salary for this position as established by Ordinance of the Council of the City of Cleveland is $17.10 - $21.33 per Hour.
 

 EXAMINATION INFORMATION
 
TYPE: WRITTEN EXAMINATION:  Applicants will be notified of the time, date, and place of the examination via email.

 NOTE: All copies of diplomas, licenses, certificates, resumes and any other required documents must be uploaded and included with your Application when it is submitted. Applications without the required documents will be rejected.
 This position is responsible for daily kennel and shelter cleaning, ensuring shelter animals are properly cared for, assisting with adopter meets, and other duties as assigned.  Ensures the Division of Animal Care and Control’s (DACC’s) high quality standards are maintained.  Cleans and disinfects multiple animal kennels, food and water bowls, and enrichment toys.  Also cleans all outside areas as well as public areas.  Scans dogs for microchips and implants them in dogs that have not been microchipped.  Ensures that photographs are taken of newly impounded animals.  Assists with assessing dog’s temperament as needed.   Feeds, grooms, exercises, walks, and engages in enrichment activities as well as socialization of all shelter animals.   Interacts with DACC clients to introduce adoptable animal as well as other meets, as needed.  Promotes adoptions through visitor education.   Documents animal identification.   Updates animal walking boards, divisional spreadsheet, and record management systems.  Assists with animal euthanasia as needed.  Drives Divisional vehicles.  Performs other job-related duties as assigned.  Follows all operations and safety policies and safe work practices.   Attends and participates in operations and safety training classes and demonstrates competence (demonstration of competence may be determined by exam.)  Wears and properly utilizes safety equipment in accordance with Divisional policy at all times.

A High School Diploma or GED is required.  A valid State of Ohio Driver’s License is required.  Must become euthanasia certified within six months of the date of hire.  Must be able to lift and handle animals of all sizes.  Animal welfare experience is preferred.

 NOTE: THE CIVIL SERVICE COMMISSION RESERVES THE RIGHT TO REVIEW AND EVALUATE ANY AND ALL INFORMATION CONTAINED IN THE APPLICATION OR RESUME. LACK OF HONESTY WILL RESULT IN IMMEDIATE REMOVAL FROM THE ELIGIBLE LIST.
 
Any applicant that willfully provides any false document, statement, or certification in regard to any test will be terminated from all processing, removed from any eligible list, and may face possible criminal prosecution.
 
VETERANS' PREFERENCE
 
 Veterans' preference will be awarded, when applicable, to eligible veterans in accordance with Civil Service Rules 4.40E, 4.40F and 4.40G.  Proof of active service or a DD Form 214, must be presented to the Commission at the time of filing application for the examination in which credit is sought in order to qualify for veterans' credit. If the applicant has received an honorable discharge or a general discharge under honorable conditions that applicant shall receive an additional five (5) points added to their raw score on the examination.
 
RESIDENCY CREDIT 

In accordance with the Ordinances of the City of Cleveland:  A person who has had as his/her primary residence in the City of Cleveland for at least one year at the time of filing a Civil Service application, and desires to take an entry-level Civil Service examination, shall, if a passing grade on the written examination is attained, have ten (10) points added to his/her passing score.
 
IF YOU HAVE LIVED IN THE CITY OF CLEVELAND FOR AT LEAST ONE YEAR AT THE TIME OF FILING YOUR APPLICATION YOU ARE ELIGIBLE TO RECEIVE RESIDENCY POINTS.  THOSE POINTS ARE ADDED TO YOUR PASSING SCORE AND CAN HAVE A BIG IMPACT ON YOUR RANKING ON THE ELIGIBLE LIST THE CITY USES FOR HIRING.  
 
To substantiate a claim for residency points, Applicants must UPLOAD LEGIBLE COPIES of the following:
 
  • A signed and notarized Residency Affidavit available on the City’s website here:

  • A copy of ONE acceptable document from the list below showing your current address and dated within thirty (30) days of the date you submit your application OR a driver’s license or state ID showing an address in the City of Cleveland that matches the address in your application.
  • All attachments should be either PDF or JPEG (JPG) files of not more than 5mb.  Do not send documents in anything other than these formats.        Items submitted as Google Docs, links, or other “cloud” based formats will not be accepted.
  • Also, please type the name of the classification for which you are testing in the Subject line of that email.
 
The Affidavit and any related residency documents WILL NOT be accepted AFTER ,  Thursday, September 5,2024.   If you are not uploading them as attachments to your application (preferred) they MUST be received at cs@clevelandohio.gov no later than 11:59 pm on Thursday, September 5,2024.
                                                                                                                               
The Civil Service Commission will accept and process an application without the Affidavit and any related information, but will not accept those items after the deadline stated above.

  • Driver’s License 
  • Bank Statements
  • Utility Bills
  • Mortgage or Lease Agreement
  • Bills from creditors not listed above
  • Other Postmarked mail such as magazines with name and mailing label attached, organization newsletters, medical/dental bills, voter registration card, or motor vehicle registration
  • Insurance Statement (Home insurance, rental insurance, car insurance or other insurance documents).

  • Pay stubs
  • Rental Receipts
  • Tax Returns
  • W-2 Tax Forms unless sent by US Mail                 
 
NOTE: IF CREDITORS ARE PAID ONLINE, A COPY OF THE BILL IS TO BE PRINTED SHOWING THE ADDRESS OF THE APPLICANT. THE BILL MUST HAVE THE DATE VISIBLE.
 
THE COMMISSION WILL NOT ENTERTAIN APPEALS FOR VETERANS' PREFERENCE AFTER THE APPLICANT HAS FILED OR RESIDENCY CREDIT AFTER SEPTEMBER 5, 2024. THE DECISION OF THE COMMISSION IS FINAL.
