Project Coordinator for PAT


The Mayor’s Office is building a team that will provide continued support to the Cleveland Division of Police (“CDP”) to fullycomply witha 2015 Consent Decree aimed at strengthening the City’s police force. The Mayor’s Police AccountabilityTeam (“PAT”)works tofacilitatean objective and thorough review process of the Consent Decree andassistwith its implementation. The goal is to achieve successful compliance, continuous review, and collaboration with CDP. Objectives will include policy review, updates, audits, and critical data analysis to capture results and make recommendations forappropriate modificationsto ensure best practices going forward, post Consent Decree.

The City of Cleveland seeks a projectcoordinatorto provide support andexpertiseto the PAT and to support the continued implementation efforts on the Consent Decree. Under the direction of the PAT Executive Director, the projectcoordinatorwill be a criticalcomponentto the City’s police reform work. A strong work ethic, passion for public service, and strong academic credentials, research and writing skills arerequired. The ideal candidate must be hard- working, technically proficient, and able to analyze complex issues of policy all while working well as a team member in a fast-paced environment.
Under administrative direction, is responsible for planning and adminstering a specific project or program for a City department. Serves as the administrative supervisor on projects or programs. Plans, assigns, supervises, and reviews activities of subordinate personnel. Monitors the project or program's operating budget and assists in the annual preparation of same. Designs, implements, and monitors procedures utilized in program evaluation. Develops and secures commitments from other City departments and agencies to provide services to program participants. Provides technical assistance or reviews program policies and procedures. Maintains current information and oversees the preparation of project status reports. Prepares financial and narrative reports and program applications. Communicates project/program status and information to municipal officials and/or public and private entities. May supervise employees assigned to the respective project. Performs other related duties as required.Bachelor's Degree from an accredited four-year college or university in Business or Public Administration, Social Sciences, or closely related field preferred.  Two (2) years of any equivalent combination of education, training and experience in program administration required.  Must be able to lift and carry thirty (30) pounds.  Valid State of Ohio Driver's License required.WORK OBJECTIVE
Serves as the project coordinator for matters involving interpreting and reviewing policies, analyzing data, and project management activities. The Project Coordinator makes decisions and monitors the progress of the projects to ensure compliance with set schedules, contract milestones, and agreement terms. Work methods are prescribed in detail, and the work is subject to periodic supervisory reviews. ?Employees work under general supervision and must exercise reasonable initiative and independent judgment.

PRIMARY DUTIES:
  • Assist the PAT with Consent Decree compliance efforts by reviewing and analyzing CDP’s policies, practices, and training to compare inputs and outputs.
  • Review Monitor reports, Consent Decree and assist with court required presentations.
  • Interface and participate in regular correspondence with CDP, Department of Public Safety, Department of Law, Community Police Commission, Consent Decree Monitoring Team, U.S. Department of Justice and other stakeholders in the City’s Police Reform agenda. 
  • Demonstrate a strong understanding of local government operations, regulations, and the unique challenges and opportunities that come with public sector projects.
Project Coordinator:
  • Collaborate with key stakeholders to define project scope, goals, and deliverables.
  • Play a pivotal role in overseeing the successful execution of diverse projects that directly impact the City of Cleveland and the community.
  • Serve as an advocate for best practices in project management, ensuring projects align with the standards and objectives of the City of Cleveland. 
  • Work in a dynamic environment, balancing multiple projects and stakeholders, while ensuring deadlines are met.
  • Creates long and short-term plans, including setting targets for milestones and adhering to deadlines.
  • Facilitate meetings related to the project.
  • Making effective decisions when presented with multiple options for how to progress a project.
  • Performs quality control on projects throughout development to maintain the standards expected.
  • Develop full-scale project plans, including timelines, and milestones.?
  • Identify potential risks and develop mitigation strategies.?
  • Oversee the execution of projects, ensuring they stay within scope, and schedule.?
  • Implement project documentation processes, ensuring all relevant documents are maintained and archived.
  • ?Monitor project milestones, deliverables, and performance.?
  • Ensure all project deliverables are completed and meet quality standards.
  • Conduct post-project evaluations to determine areas of improvement for future projects.
  • Implement and leverage technology and tools to optimize project efficiency and outcomes.
Communication:
  • Coordinate with internal departments, and external agencies.
  • Prioritize transparent communication, ensuring that all parties involved are informed and engaged throughout the project lifecycle.
  • Serves as the point of contact for teams when multiple units are assigned to the same project to ensure team actions remain in synergy.
  • Communicates with executives, stakeholders, and the public to keep the project aligned with the projects ’goals.
  • Prepare and present project status reports to leadership, stakeholders and relevant committees.
  • Present at public meetings on reform efforts and assisting and directing Team with in-reach and outreach.
  • Other duties as assigned by the Executive Director of the PAT, Law Department Leadership, or the Mayor’s Office.  
ADDITIONAL MINIMUM QUALIFICATIONS:
  • A Bachelor’s Degree in Public Administration, Public Policy, Criminal Justice, Business, or a related field from an accredited four-year college or university is required. 
  • Two years of experience (may include educational internships) in one or more of the following: Project Coordinator, Performance Auditing and/or Management, Quality Control, Public Policy, Business Process Analytics and/or Improvements, and Operations Research in project management methodologies, process improvement tools, or statistics as well as business process mapping, charting software, and organizing Information technology initiatives is required. 
  • Proficiency in MS Word, Excel, and PowerPoint (Microsoft Office Suite) is required.
  • Excellent interpersonal skills, including ability to work independently and in a team setting, and effectively collaborate with a variety of stakeholders. 
  • Efficient, organized work style and proficiency in prioritizing and multi-tasking quickly. 
  • A working knowledge of SharePoint and Microsoft Suite and project planning software as well as strong written and verbal communication skills.
  • Good organizational skills to handle multiple projects simultaneously.
  • A valid State of Ohio driver’s license is required.

PREFERRED QUALIFICATIONS:

  • Project Management Professional (PMP)® Certification
  • Professional performance auditing, analytical, or policy work experience; Knowledge of constitutional criminal procedure and law enforcement best practices.  
  • Professional certifications; A Master’s Degree in Public Administration, Public Policy, or a related field; Advanced data analysis skills; Experience in government performance auditing; 
The candidate hired for this position will display a broad knowledge of principles and practice in project implementation and comprehensive experience in data analysis and audit performance, with strong interpersonal communications skills.
