Compensation: $145,000.00 annually with potential for increased compensation based on demonstrated qualifications and experience.Position open until filled.To read Job Profile, click here.To apply, click here.To read the full job description, click here.BRIEF DESCRIPTIONUnder the general direction of the Director of Public Works, the Assistant Director of Public Works directly oversees divisions of the Public Works Department including Gas Well, Construction Inspections, Capital Improvement Projects, Fleet Services, and the City's engineering activities, including the design and construction of all streets and drainage facilities, and is responsible for floodplain management. This individual coordinates the review of all planned engineering projects and plans, including schedules, feasibility studies, and cost estimates.The Assistant Director of Public Works will support all Public Works operations including operations and maintenance of public works infrastructure (water distribution, water treatment, wastewater collection, wastewater treatment, streets, drainage, environment services, traffic operations and solid waste).The Assistant Director of Public Works will support other related duties as needed and directed by the Director of Public Works. These include acting on behalf of the Director in the absence of the Director, representing the City before regulatory agencies, boards, commissions, and preparing special reports for other agencies.The work is performed with a wide discretion for the exercise of independent judgment in resolving problems in the application of principles and practices of planning, directing, designing and coordinating a variety of citywide projects to include, but not limited to: construction, fiscal, operations or management projects. Supervision may be exercised over construction professionals, professionals in various fields, and administrative or related clerical staff. The incumbent may represent the City at Board and Council hearings as required; conduct research of best practices, prepare reports and provide recommendations. This position shall oversee the affairs of the City in accordance with City policy, state, and federal laws to ensure effective and efficient operation of the Engineering, Gas Well Inspections, Construction Inspections Division and various Capital Improvement Projects.NECESSARY KNOWLEDGE, SKILLS, AND ABILITIESGood working knowledge of the organization and operation of City government; ability to establish and maintain effective working relationships with various elected and appointed officials and key City staff; ability to meet deadlines. Documented experience demonstrating knowledge, skill and ability inKnowledge of State and Federal Regulations pertaining to engineering.Knowledge of utilizing new construction techniques in order to reduce either time or cost during construction.Knowledge of principles and practices of civil engineering, traffic engineering, inspection and surveying practices.Knowledge of the legal requirements of multiple budget sources including general fund, impact fees, and the storm water utility fund.Knowledge of local, State and Federal guidelines for procurement of supplies and materials in municipal governmentKnowledge of the Texas Manual of Uniform Traffic Control Devices (TMUTCD) to ensure engineering principles and requirements are followed for traffic control, signage and traffic signals.Ability to make changes to the design and construction standards for the departmentAbility to negotiate developer participation agreements regarding water, streets, drainage, and sanitary sewer infrastructureAbility to select capital improvement projects that meet the current goals and objectives of the Department of Public WorksAbility to recommend proposed contract modifications and change orders required during the design and construction phases of capital improvement projectsAbility to implement purchasing strategies which includes what equipment/construction material should be pre-purchased by the city or purchased as part of a construction projectAbility to plan, organize, monitor and evaluate subordinates' work assignments to accomplish unit objectivesAbility to select, train, discipline, evaluate, supervise and schedule work of a staff of professional and technical employees to ensure the department's objectives are metAbility to provide guidance in the development of policies and regulations concerning infrastructure development, design requirements and construction standardsAbility to provide guidance for the development, monitoring and updating the Master Thoroughfare Plan and prioritizing capital improvement projectsConsiderable knowledge of the methods, practices, equipment, and materials used in the construction, operation, and maintenance of streets, water, wastewater, and solid waste treatment systems; considerable management skills to plan for, organize, and supervise several departments; ability to develop long range plans for personnel and equipment use, as well as capital development; ability to motivate and supervise employees; and ability to establish and maintain effective and cooperative relationships with city officials, other city departments, boards and commissions, federal, State and local agencies, and the general public.EDUCATION AND EXPERIENCEA registered professional engineer with a bachelor’s degree (or higher) in civil engineering, plus Five (5) years supervisory and/or engineering experience in a municipal public works with at least two years in a management/supervisory role; ORAny equivalent combination of experience and training which provides the required knowledge, skills, and abilities may be sufficient.CERTIFICATES AND LICENSES REQUIREDTexas Professional Engineer’s License from the Texas Board of Professional Engineers or licensure in another state with the ability to ability to obtain a Texas license within Six (6) months is requiredA Valid Class C Texas motor vehicle driver license and the ability to maintain a satisfactory driving recordPreferred qualifications include Certified Flood Manager (CFM) certification; experience working in local, state, or federal government; a background in floodplain management, street maintenance, and stormwater management; and experience with design and asset program management.ENVIRONMENTAL FACTORS AND SAFETY HAZARDSPrimarily in indoor office environment with the ability to operate outdoors when needed. May be exposed to extreme heat and cold during summer and winter months.TOOLS AND EQUIPMENT USEDMay perform copying functions using standard office copier(s); calculations by hand or with a calculator; required to operate computers, including knowledge of and ability to use database, spreadsheet and word-processing computer programs.
