What are the responsibilities and job description for the Parks Manager position at City of Clearwater?
Under administrative direction, the Parks Manager performs highly skilled technical, administrative, and supervisory tasks coordinating a general maintenance and construction program or coordinating planning and project management aspects for the municipal park system.
Essential Functions: -- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:
Parks Manager- Athletic Field Maintenance
- Plans, coordinates, and supervises the work of skilled, semi-skilled, and unskilled employees in turf maintenance, constructing, repairing, cleaning, maintaining, and beautifying municipal parks, facilities, properties, and grounds; coordinates and monitors contracts and contractors in providing similar services.
- Manages all administrative duties including timekeeping, purchasing, reconciling payments for contractors, monitoring budgets, and providing all personnel management for department.
- Supervises, oversees, and plans the outside maintenance of parks, landscaping, athletic fields and facilities. Install and supervise the installation of grounds, supervise the assignment, use, maintenance, and repair of facility and park equipment.
- Coordinates, schedules, and facilitates the purchasing of equipment with fleet services; determines the equipment specification needs, oversees the development of new park facilities and areas, and facilitates the redevelopment or renovation of existing facilities and site equipment.
- Performs all management for the care, keeping, and maintenance of athletic fields; research new ideas for insect, weed, and disease controls; mows, removes sod, marks fields, sprays chemicals, and performs field repair/renovation.
- Develops and implements programs and initiatives of the department including all planning documents; coordinates and supervises the environmental plans and restoration efforts of environmental parks.
- Researches, prepares, and supports the capital improvement programs and general mission of the city; establishes partnerships and contacts with all levels of government.
- Handles citizen complaints, conducts public engagement and project meetings, and explains City ordinances, policies, and procedures to citizens; determines City responsibility for maintenance activities, requisitions and controls use of supplies and materials, confers with City officials, civic groups, and interested citizens regarding maintenance activities, beautification, and facility or park problems; monitors and manages public safety and concerns.
- Keeps records, prepares reports, and performs other administrative duties.
- Coordinates emergency operations requirements, training programs, and special events application process and staffing; oversees construction projects from design through permitting and final construction.
- Performs other duties as assigned.
Licenses, Certifications, and Equipment:
A valid State driver's license is required.
Education and Experience:A valid State driver's license is required.
Bachelor’s degree in Engineering, Architecture, Interior Design, Landscape Architect, Horticulture, Planning or other related field PLUS
Parks Manager - Athletic Field Maintenance
One (1) year of experience in parks and recreation maintenance, construction, design and planning, or related field, and one (1) year in a supervisory capacity; OR an equivalent combination of education, training, and experience may be considered. Knowledge of –
- Construction and maintenance methods and equipment
- Methods and equipment used in the development of park grounds, athletic fields and turf areas
- Principles and practices of City planning and urban design
- Personnel Management and supervisory techniques
- Scheduling and coordinating work of department staff and contractors
- OSHA rules and regulations
- Safety laws, codes, regulations, and compliancy agencies
- Department policies and protocols
- Trees, shrubs, and groundcover plant species commonly used in local and regional commercial landscaping.
- Irrigation systems
- Equipment maintenance practices and methods

- Supervising planning programs, performing studies, and analyzing data
- Conducting complex studies and formulating recommendations
