Under general direction, the Community Development Coordinator I provides mid-level expertise in implementing, coordinating, monitoring, and reporting of city-wide community development programs and projects funded by federal Community Development Block Grant (CDBG) program, and others as may become available from time to time and administered by the department. Employees in this classification may be assigned to Program Compliance or Construction Project Compliance. 


 
Essential Functions: -- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:
  • Assists in the development of the city 5-Year Consolidated Plan and Annual Action Plan. 
  • Develops and maintains close working relationships with non-profit agencies and organizations, local governments, consultants, and groups. 
  • Provides technical assistance and community relations support for various economic and community development programs and services.  
  • Prepares reports to city, county, state and federal agencies; makes presentations to the Neighborhood and Affordable Housing Advisory Board, community, and organizations.   
  • Monitor changes to laws and regulations affecting community development issues. 
  • Perform other duties as assigned.

Program Compliance

  • Solicits, compiles, and evaluates information and records required for compliance with funding source regulations and executed agreements for delivery of public service programs and/or public facility improvement projects. 
  • Documents information accordingly and recommend release of funds in accordance with funding sources regulations and executed agreements. 
  • Conducts onsite and desktop monitoring to ensure compliance. 
  • Assists in the preparation and review of Environmental Review Records. 
  • Conducts research into rules, regulations, and best practices and communicates these effectively, both orally and in writing. 

Construction Project Compliance

  • Conducts onsite interviews of laborers to ensure compliance with Davis-Bacon Labor Standards.
  • Provides technical assistance to stakeholders utilizing federal and/or state funds for construction and/or rehabilitation of housing units and facilities. 
  • Coordinates with and assists in conducting onsite monitoring. 
  • Coordinates, and works closely with city employees and departments such as Code Compliance, building officials and inspectors; monitors the activities and enforcement of existing codes in target neighborhoods. 
  • Provides technical assistance related to construction or rehabilitation of public facilities, affordable housing, and commercial property improvements; performs analysis of regulatory compliance and provides guidance to contractors and property owners accordingly.

Licenses, Certifications, and Equipment:
A valid State driver’s license is required.
  
Education and Experience:
Bachelor's Degree in Business or Public Administration, Finance, Communications, Public Relations or a related field AND two (2) years of professional experience in grant administration, banking, community outreach, social service or similar OR an equivalent combination of education, training, and experience may be considered. Bilingual (Spanish) candidate is preferred.  
Knowledge of  
  • Federal and State rules and laws related to Davis-Bacon prevailing wages, Environmental Reviews, Section 3, and Minority Business Enterprises and Woman-Owned Business Enterprises 
  • Economic and community development and affordable housing principles and practices
  • Federal reporting systems including Integrated Disbursement and Information System (IDIS), HUD Environmental Review Online System (HEROS)
  • Neighborly Software’s grant management system, or similar
  • Policies, procedures, statutes, and ordinances related to public services programs or construction projects 
  • Standard business and management practices and procedures
  • Record keeping, report preparation, filing methods, and records
  • General office practices, policies and procedures; computers and general office equipment
 
Skill in – 
  • Coordinating, and administering programs, projects, and activities
  • Compiling information, and delivering financial and demographic data
  • Researching and studying feasibility of applying new techniques to existing programs
  • Reading and interpreting ordinances, contracts, legislation and regulations
  • Communicating effectively, verbally and in writing
  • Speaking to the public and giving presentations
  • Establishing and maintaining effective working relationships
  • Operating a computer and related software
