TARGET ENTRY SALARY:  $109,373 - $125,700 DOQ

Under administrative direction, the Human Resources Assistant Director oversees, plans, supervises, and coordinates all personnel programs for the City. The Assistant Director supports the Director in the strategic leadership and operational management of the department. This position is responsible for overseeing key department functions such as talent acquisition, labor relations, classification and compensation, employee relations, benefits administration, organizational training and engagement, and compliance. The Assistant Director serves as a leader, advisor, and problem-solver, ensuring that HR services align with the City's strategic plan. 

Essential Functions: -- As defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following: 

  • Plans, organizes, supervises, and manages the development, implementation and maintenance of major personnel programs; confers and collaborates with department managers regarding matters of personnel administration and developing policies and procedures consistent with the City's strategic plan.  

  • Supports the development and review of departmental strategic priorities, ensures alignment with annual goals, and facilitates the implementation of department action plans. 

  • Provides leadership, supervision, and general direction to department managers and staff; is accessible, approachable, and communicates with staff to ensure the effectiveness and efficiency of day-to-day operations.

  • Maintains and oversees the classification and pay plans for City employees; supervises and reviews analysis of market surveys and studies of fringe benefits, salary, and classifications; supports the development of bargaining strategy and the costing of proposals. 

  • Manages and monitors all comprehensive employee and human resources records; performs position audits, conducts analysis of economic and salary trends, and serves as an FLSA expert; advises upper and middle management on issues related to ADA and FMLA.

  • Interprets, explains, and administers City policies and procedures; communicates and provides information regarding personnel programs for administrators, managers, or individual employees. 

  • Assists and supports in the preparation of the budget and control of departmental operations; ensures adherence of programs to budget guidelines; assists in the development and recommendation of procedural and operational changes. 

  • Serves as Acting HR Director in the absence of the Director. 

  • Performs other duties as assigned. 

LicensesCertifications, and Equipment: 

  • A valid State driver's license is required. 

  • PHR/SPHR or a similarly recognized certification in Human Resource Management is highly desirable; or ability to obtain the certification within six (6) months of hire.  

Education and Experience: 

Bachelor's Degree in Human Resources, Public or Business Administration, or related field AND seven (7) years of professional-level experience in human resources management, supervision, and administration; OR an equivalent combination of education, training, and experience. 

  • Knowledge of   

    • State of Florida Sunshine and Public Records Law

    • Principles and practices of human resource administration activities 

    • Comprehensive personnel management programs 

    • Trends and practices in personnel administration 

    • Diversity and Equity Services; Equal Opportunity 

    • City payroll, benefits, insurance, and budget 

    • Bargaining units and corresponding principles and practices 

    • City and departmental policies including personnel expectations 

    • Automated record keeping systems 

    • Organizational charts, job descriptions, and salary records 

    • General document management and handling 

    • Customer service and interacting with personnel 

    • General office policies and procedures; computers and general office equipment  

     

    Skill in –  

    • Management of human resources personnel and operations 

    • Developing long term personnel management plans and programs 

    • Training and providing education to personnel and departments 

    • Interpreting and applying policies and procedures correctly 

    • Negotiating personnel contracts, recruitment, and resolving staffing issues 

    • Handling confidential or sensitive personnel files 

    • Preparing comprehensive analytical reports and participating in studies 

    • Completing tasks given both orally and in writing 

    • Establishing and maintaining strong office relationships 

    • Operating a computer and related software
