Description And Essential Functions

To perform a variety of technical work in the installation, repair, modification and preventative maintenance of traffic signal systems, roadway lighting, and other electrical/electronic systems; to perform emergency testing and repairs as required.

This is the entry-level class in the Traffic Signal and Lighting Technician series. Positions in this class typically have limited work experience and work under immediate supervision while learning job tasks progressing to general supervision as procedures and processes of assigned area of responsibility are learned. The Traffic Signal and Lighting Technician I is distinguished from the Traffic Signal and Lighting Technician II level by the performance of less than the full range of duties assigned to the Traffic Signal and Lighting Technician II level.

Supervision Received and Exercised

Receives direct supervision from the Traffic Signal and Lighting Supervisor. May receive technical and/or functional supervision from more experienced staff.

Essential Functions

Functions may include, but are not limited to, the following: install low and high voltage street lighting systems; troubleshoot and diagnose traffic signal and streetlight problems; make effective repairs; tune digital and analog controllers to obtain optimum operation; perform installation, operation, troubleshooting, maintenance, repair or replacement of various traffic signal components to include: traffic signal poles, traffic signal & pedestrian indications, cabinets and wiring, 170E controllers, vehicle detectors, video detection cameras, emergency vehicle preemption systems and intelligent transportation system (ITS) to include, but not limited to: Advanced Transportation controllers (ATC), IP Pan-Tilt-Zoom (PTZ) cameras, variable message signs (VMS) and fiber optic interconnect systems; operate computer system associated with programming, monitoring and operating traffic signal, street light and interconnect systems; act to coordinate with Construction Inspections Staff regarding street light, traffic signal and other electrical improvements to ensure specification compliance; diagnose malfunctions including traffic sensing mechanisms, circuits, controllers, switches, relays, fuses, battery backup systems, power supplies, electronic controls and other ancillary devices; maintain upgrades and retrofit street light luminaires, poles and wiring; mark out conduit and service wires for Underground Service Alert (USA); troubleshoot and repair interconnect and fiber communication lines; install firmware updates to traffic signal devices and equipment as needed; troubleshoot and maintain traffic signal IP network connectivity; implement updates as technology developments are released and become available; work with contractors during new traffic signal and streetlight installations projects; test new equipment; operate an aerial bucket, or scissors lift type vehicle skillfully and safely; divert traffic flow; properly place cones, barricades and warning devices to direct traffic flow at job site; operate hand and pneumatic tools, as required in performance of regular duties; respond to emergency situations involving traffic control systems, street lights and electrical connections in off-hours as required; maintain daily records of work accomplished, accurately use tools, materials, supplies and equipment; use work management software to capture data electronically and generate reports; build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer services; perform other related duties as assigned.

Minimum Qualifications

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: one (1) year of responsible experience performing electrical work AND training equivalent to the completion of the twelfth grade supplemented by college courses in electronic technology or a related field.

License or Certificate: Possession of a valid California driver's license.

Knowledge of: electrical and electronic theory and practices, including analog and digital solid state control devices; methods, practices, techniques, materials and tools used in electrical work; test equipment common to electrical and electronics work; safety principles and precautions related to the work; codes, ordinances, and regulations pertaining to the work; electrical mathematics; copper-to-fiber and fiber-to-copper interface units; pertinent rules, laws, and policies related to area of assignment; practices and procedures of traffic control and flagging; safe work methods and safety regulations pertaining to the work; computer equipment and software applications related to assignment, including but not limited to remote-control programming software for controlling traffic signals from a central location; English usage, spelling, grammar, and punctuation. Ability to: operate and maintain a variety of hand, power and shop tools and equipment used in electrical installation, maintenance and repair work; use electronic and computerized test equipment to troubleshoot electro-mechanical and electronic devices, systems and circuit boards; properly place cones, barricades and warning devices and directing traffic flow at job sites; read, interpret and work from maps, schematics, blueprints, plans, detailed drawings and specifications including wiring and electronic circuit diagrams; prepare basic records; estimate materials and equipment necessary to complete assigned jobs; work on 120 and 240 volt electrical circuits; inspect contract work for conformity to specifications; use and operate tools and equipment related to assignment, including personal protective equipment; keep work related records and prepare reports using a computer; work effectively at remote locations without direct supervision; operate City vehicles observing legal and defensive driving practices; follow oral instruction; read, interpret, follow and explain written instructions, construction sketches and equipment manuals; use initiative and sound independent judgment within established guidelines; communicate clearly and concisely, both orally and in writing; work overtime and off-hours shifts in emergency situations; establish and maintain effective working relationships with those contacted in the course of work; work with various cultural and ethnic groups in a tactful and effective manner.

Physical Demands and Working Conditions

On a continuous basis, sit, walk, stand, bend, climb ladders (up to 15 feet), stoop, kneel, crouch, crawl and twist for varying periods in the course of work; use hands and fingers to grasp tools; make repetitive hand and body motions; twist and reach below and above shoulder; lift or carry, push and pull objects weighing up to 50 pounds without assistance and up to 100 pounds with assistance or equipment; work in a bucket up to 40 feet in the air; to communicate with co-workers using a two-way radio and hand signals; use telephone, and write or use a keyboard to communicate through written means; see in the normal vision range with or without correction to read computer screen, blueprints, and drafting plans; hear in the normal range with or without correction; demonstrate color vision to distinguish electrical wiring color coding used on the job. Work is primary performed outdoors; movement is required from worksite to worksite and there is exposure to the external environment during the course of work. Some work is required with exposure to moderate to heavy traffic noise levels, rough and/or uneven terrain, heights thirty (30) feet and more above the ground on equipment and structures, and in close and/or tight spaces. Work may require exposure to high voltage and unprotected heights. Some work is indoors in an office environment with fluorescent lighting and moderate noise level.
