Job Summary: Reporting to the Mayor and City Council, the City Administrator serves as the chief executive officer for the City of Chisholm. The City Administrator ensures that the operations and functions of the City effectively serve the needs of Chisholm residents and other stakeholders while complying with applicable federal, state, and municipal statutes.

In collaboration with the City Council, the City Administrator develops and executes the City’s strategic and financial plans that meet both short and long-term needs of the City while being fiscally responsible. The City Administrator carries out policies, programs, and other related duties at the direction of elected officials and effectively communicates with both the Council and the general public.

Staff Management, Human Resources, and Development

  • Directs and manages the operations of the City providing supervision for Department Heads and direction for contract employees in the efficient delivery of City services as determined by the City Council in accordance with the City’s Home Rule Charter.
  • Establishes and maintains an organizational structure of offices, departments, positions, and units within the City in the interest of efficient, effective, and economical conduct of the City’s business.
  • Selects, supports, and develops direct reports by setting goals for programs and services, providing regular performance feedback and identifying/addressing training needs.

Operations and Planning

  • Provides leadership and direction in the development of short- and long-range facility plans, public works, utilities, and economic development.
  • Plans, directs, and coordinates the design and construction of capital improvement and maintenance projects. Maintains the City’s Capital Improvement Program.
  • Secures funding to enhance the City’s capability for development, construction, and engineering costs.
  • Recommends ordinances, resolutions, and policies deemed necessary and appropriate for the best interest of the City to the City Council for adoption.
  • Negotiates contracts, agreements, and memorandums of understanding working with city attorney/human resources professionals as directed by City Council.
  • Serves as the legislative liaison, collaborating with legislators, state agencies, and municipal organizations to advance funding requests and protect local interests during legislative sessions.

Department Head Responsibilities

  • Administers the City’s Economic Development program and serves as the EDA Director. This includes marketing, grant writing, business retention and expansion and other necessary independent services to implement the strategic plan.
  • Provides assistance in the development of short and long term economic and community development plans, as well as the gathering of information and preparation of studies, reports, and recommendations to achieve such goals. This will involve the preparation and maintenance of information on utilities, taxes, zoning, transportation, community services, financing tools, and incentives, in order to respond to requests for information for economic development purposes, and the coordination with other departments and agencies as needed.

Communications

  • Represents the city at city council meetings, working sessions and various boards and commission meetings, and external meetings as requested.
  • Maintains timely and excellent communication with the Mayor and City Council members to promote smooth coordination of City government operations. Keeps the City Council apprised of any developments that affect the City.
  • Serves as a liaison to various civic or governmental organizations, other municipalities including the local school, state, county and federal organizations.

Minimum Qualifications:

  • Bachelor’s degree in Public Administration, Management, Business, Finance, or related field, and 5 years of experience in management, public administration, business administration, or related field; or any equivalent combination of formal preparation or substantial experience which provides the requisite knowledge and abilities for this position.
  • Minimum of 5 years of experience in public sector management including at least 1 year of direct supervisory experience.
  • Minimum of 1 year of experience in grant writing at local, state, and federal levels.
  • Demonstrated knowledge of municipal government, organizational development, labor relations, strategic planning and economic development.
  • Demonstrated ability to manage annual budgets in excess of $9M.
  • Strong financial, human resources, and communications skills.
  • Ability to speak and write in English.
  • Demonstrated ability to listen to different points of view and making objective decisions.

Other Preferred Skills and Abilities:

  • Master’s degree in a related field.
  • Experience working in a union environment and negotiating union contracts.

Physical Demands and Work Environment:

  • Sedentary work that primarily involves sitting/standing, often for prolonged periods.
  • This position requires the ability to communicate effectively in person and by phone.
  • The work is performed in an office environment with minor exposure to dust, dirt and conditions normally found on floor surfaces, desks, and furniture. There are slippery floors in areas of the work environment with the potential for slips trips, and falls.
  • The work involves operating office equipment requiring continuous or repetitive hand/arm movements.
  • Medium work that includes moving objects up to 25 pounds in all directions on an occasional basis.

Pay: $120,000.00 - $135,000.00 per year
