The Finance Department is responsible for managing the City’s fiscal operations and ensuring sound financial practices in compliance with state and federal laws. The Department oversees budgeting, accounting, cash management, purchasing, accounts payable, payroll, and utility billing to support effective financial planning and service delivery. Divisions within Finance handle critical tasks such as budget development, financial reporting, revenue administration, investment, and procurement. all aimed at maintaining a strong financial foundation. Committed to efficiency and accuracy, the Finance team plays a key role in managing public funds and enabling the City to provide high-quality services to the community.

What You’ll Do

As our new Purchasing Manager, you will:

  • Manage daily operations of the Purchasing Division, including procurement, contract administration, vendor management, purchasing compliance, warehouse operations, and surplus property.
  • Supervise and develop staff, set priorities and ensure effective, transparent, and compliant service delivery.
  • Oversee and perform complex procurements, formal solicitations, contract development, purchasing compliance reviews, and vendor performance management.
  • Provide citywide guidance on procurement methods, thresholds, contract routing, purchasing card compliance, and regulatory requirements.
  • Interpret and apply purchasing laws, policies, municipal code, funding rules, and internal controls.
  • Conducts analytical and policy research; prepares reports, recommendations, and Council agenda documentation.
  • Oversee warehouse and surplus property operations, including inventory control and documentation.
  • Monitor purchasing systems, workload, vendor records, contract files, warehouse activities, and internal controls to improve efficiency and compliance.
  • Participates in budget development and monitoring related purchasing and warehouse expenditures.


What We’re Looking For

Someone who:

  • Is knowledgeable of public procurement, purchasing, contract administration, supplier management, and formal solicitation processes.
  • Understands budgeting, program and project management, leadership, supervision, and team coordination.
  • Can interpret and apply procurement laws, regulations, and policies.
  • Is able to manage and perform complex procurement, contract administration, compliance, analytical, and operational assignments.
  • Conducts research, evaluates alternatives, develops sound recommendations, and prepares clear reports and documentation.


Minimum Qualifications:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

  • Education: Equivalent to a bachelor's degree from an accredited college or university with major coursework in business, public administration, finance, accounting, procurement, contract management, or a related field.  
  • Experience: Five (5) years of professional public procurement experience soliciting and contracting complex procurements, including construction, professional consultant services, and grant funded projects, including two (2) years of lead, supervisory, or management capacity.

Physical Demands and Working Conditions:

  • Mobility to work in a standard office setting and use standing office equipment, including a computer.
  • Operate a motor vehicle and visit various community sites.
  • Vision to read printed materials and a computer screen.
  • Hearing and speech to communicate in person and over the telephone.
  • The ability to lift, carry, push, and pull materials and objects averaging a weight of 10 pounds.
