SUPERVISOR: Battalion Chief of Support(administrative). Day-to-day direction of MAT Program work is provided by the CEMS Coordinator.
SALARY: $26.99 to $31.11 Per Hour
GENERAL JOB DESCRIPTION
The Community EMS Medication Assisted Therapy (MAT) Program Manager develops and manages the MAT program, a new component of Cheyenne Fire Rescue’s Community EMS (CEMS) service line funded through Opioid Settlement Funds. As the MAT program is still in its early stages of establishment, this role requires a professional who excels in collaboration, critical thinking, time management, and effective delegation. Additionally, the Program Manager will play a pivotal role within the Medication-Assisted Therapy program, coordinating efforts with internal teams and external agencies to ensure the program’s success and growth. The Program Manager performs these duties under the direction of the CEMS Coordinator, who retains ultimate responsibility for the MAT Program.
Position Scope: This is a temporary position funded through Opioid Settlement Funds. The MAT Program is a new component of CFR's CEMS program and does not consist of duties, patients, or workload currently assigned to or performed by CEMS/EMS personnel. This position does not respond to emergency incidents, provide patient care at emergency scenes, or perform any other emergency-response function historically performed by CFR firefighters. All MAT Program duties, including patient contact, are performed in scheduled, non-emergency settings (e.g., planned follow-up visits and program coordination). Because the MAT Program constitutes new work created by the availability of Opioid Settlement Funds rather than a reallocation of existing work, establishment and staffing of this position does not constitute a permanent transfer, reassignment, or reduction of established CEMS/EMS work, and does not diminish, duplicate, or otherwise infringe upon the duties of the CEMS Coordinator, Firefighter, Lieutenant of Suppression, or other CFR members. The CEMS Coordinator retains ultimate responsibility for the MAT Program and for all CEMS assignments. This position remains subject to review upon the expiration, renewal, or discontinuation of Opioid Settlement Fund allocations..
PRIMARY DUTIES AND RESPONSIBILITIES
- Coordinate the day-to-day operations of the Community EMS MAT Program under the direction of the CEMS Coordinator..
- Develop a process for tracking data and metrics to show the efficacy of the MAT Program.
- Procure, track and store all equipment for the MAT Program.
- Coordinate with outside agencies that operate in the MAT Program realm.
- Pursue grant opportunities, build the annual budget and financially manage the Program.
- Develop and maintain MAT specific policies and protocols (reviewed and updated annually).
- Maintain active Community Paramedic-Clinician endorsement through the Wyoming Office of EMS.
- Conduct MAT patient encounters exclusively in scheduled, non-emergency settings (e.g., planned follow-up visits, clinic-based encounters, and community outreach); this position does not respond to 911 or other emergency calls for service and does not provide patient care at active emergency incident scenes.
SECONDARY DUTIES AND RESPONSIBILITIES
- Establish and maintain partnerships with local healthcare entities, including Cheyenne Regional Medical Center's Mobile Integrated Health program.
- Represent the department at relevant local networking and professional development meetings specific to the MAT Program.
- Participate in the accreditation process as required by the CEMS Coordinator and CFR administration.
PREFERRED KNOWLEDGE, SKILLS AND ABILITIES
- Comprehensive knowledge of Laramie County EMS operations and best practices.
- Demonstrated leadership and team management abilities.
- Proficiency with relevant technology and software systems. (ImageTrend, NERIS)
- Experience operating Community EMS equipment and mobile healthcare platforms.
- Strong communication and interpersonal skills for scheduled, non-emergency patient interaction and community partnership development..
- Grant writing and budget management experience.
- Community Paramedic – Clinician endorsement through the Wyoming Office of EMS.
QUALIFICATIONS FOR THE JOB

- Current State of Wyoming or NREMT Emergency Medical Technician certification.
