SALARY: $31.42-$34.42 Per Hour
GENERAL JOB DESCRIPTION
Utilizing technical and organizational skills, perform a wide variety of tasks involving areas of city-owned real estate management, including inventory, research and verification, database entry, ongoing maintenance and review of computerized programs, coordination with applicable GIS data programs; and to provide highly responsible and complex administrative support to the City Clerk.
PRIMARY DUTIES AND RESPONSIBILITIES
- Assume responsibility for cross referencing of City and County records for City-owned properties; research and maintain inventory of City-owned properties which includes historical data, deeds, dedications, easements or assignments, conditions, restrictions or constraints of identified properties; verification of applicable legal descriptions and legal filings.
- Establish and manage all areas of City-owned land computer database to include accurate and timely data entry, evaluation and verification of data to be entered and updating of files; prepare correspondence and reports as directed; respond to inquiries from the public and City staff concerning City-owned lands.
- Participate in the development and implementation of goals, objectives, policies, and priorities for tracking and monitoring City-owned properties; recommend policies and procedures to the City Clerk.
- Coordinate operations and activities affiliated with the City Clerk Land Management program; serve as program liaison with other City departments, divisions and outside agencies involved in City-owned property topics; provide any on-site property inspections or informal survey analysis as necessary.
- Provide responsible, technical and professional staff assistance to the City Clerk.
- Attend and participate in professional group meetings, workshops and educational programs as directed by the City Clerk.
SECONDARY DUTIES AND RESPONSIBILITIES
- Perform a wide variety of general office assistance within the City Clerk Division, including answering the telephone, and assisting the public and co-workers in a courteous and professional manner.
- Perform other duties and responsibilities as required.
KNOWLEDGE, SKILLS, AND ABILITIES
- Basic land records research involving the interpretation of legal descriptions, abstracts, subdivision actions, and platting practices
- Basic principles of database design
- Professional and technical surveying principles
- Database, engineering and word processing computer software, including Visual dBase and ArcView
- Principles of Geographic Information Systems (GIS) and Computer Aided Design (CAD) mapping software
- Modern office procedures, methods and computer equipment
- Legal principles and documents affiliated with real property
- Technical report writing and data compilation
- Perform land ownership, history and use research, informal surveys and on-site inspections to gather field data
- Compile technical reports and information, and prepare basic database information and computer generated drawings
- Read, understand and interpret legal descriptions, mapping and survey data and related information
- Analyze problems; offer solutions and recommendations through problem solving, critical thinking and methodology in support of program goals
- Accurately and efficiently enter and maintain computer program data
- Understand and follow oral and written instructions
- Communicate clearly and concisely, both orally and in writing
- Establish and maintain effective working relationships with those contacted in the course of work

QUALIFICATIONS FOR THE JOB
Required:
Three years experience in land records research, interpretation of legal descriptions, deeds and abstracts, plats and maps.
Possession of, or the ability to obtain, an appropriate, valid driver’s license
PHYSICAL REQUIREMENTS
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is required to maintain effective audio-visual discrimination and perception needed for making observations, communicating with others, reading, and writing. The employee is also required to maintain physical condition necessary for operating assigned equipment, walking, standing, kneeling, repeated bending or sitting for prolonged periods of time and lifting to 30 pounds. Maintain mental capacity which allows the capability of making sound decisions demonstrating intellectual capabilities.
Working Environment:
Office environment utilizing extensive use of computers and associated software; field environment involving vehicular travel; work closely with others.
