Title: Customer Service Clerk
Dept./Div: Finance Management/Finance
Nature of Work: This is a regular, full-time position in the Finance Department. The Customer Service Clerk is responsible for collecting money from various sources, balancing receipts to validate source documents, and assisting the billing of all water, sewer, and refuse services rendered by the City of Carbondale. The work involves considerable contact with customers and interaction with other Customer Service Clerks in the Finance Department. The Customer Service Clerk is supervised and evaluated by the Revenue Officer.
Essential Duties:
Assist with customer inquiries and problems. Discuss complex issues and problems with the general public, co-workers, and supervisors in a succinct and effective manner. Understand and communicate how information is obtained, processed and utilized within Finance. Use tact, courtesy, good judgment and the principles of quality customer service.
Assist in the preparation of the water and sewer disconnect list and collection of delinquent accounts. Review computer and manual records to determine the status of accounts listed on a disconnect list. Included is the acceptance of payments on customer accounts, validation of documents, and the preparation of work orders.
Process utility connects, disconnects, and account updates. Enter information collected from customers by telephone or written request into the customer record.
Provide accurate and detailed information to assist customer inquiries.
Accurately and efficiently accept and process payments made to the City from various departments.
Issue parking permits, process parking tickets and parking ticket payments all in accordance with applicable City policy. File miscellaneous documents and reports. Accurately and efficiently count and record the parking meter collection revenue.
Accurately and efficiently balance daily cash receipts and assist in the preparation of the daily cash report and bank deposits.
Effectively utilize available software, including Microsoft Office Suite, to maintain records and reports on personal computers. Track and report data on shared drive to account for interdepartmental records.
Accurately and efficiently perform mathematical calculations including addition, subtraction, multiplication, division, percentages and averages.
Accurately and efficiently maintain required records, reports and files.
Accurately and effectively, utilize standard office equipment and utilize available software to maintain records and reports on personal computers.
Other Duties: Perform other duties and assignments as required to carry out the mission of the Finance Department.
Work Environment: Work is performed in an office setting.
Physical Demands: Work is essentially sedentary with occasional walking, bending, lifting of objects up to 50 pounds and other physical activities. Work requires the ability to sit for extended periods of time, to operate personal computers.
Minimum Acceptable Qualifications: Associate Degree in Business or a related field. A High School diploma with 5 years of verifiable work related experience may be substituted for College or University educational requirements. Must pass job related tests administered by the City of Carbondale. Personal computer experience required. Experience in bookkeeping and/or banking or course work in bookkeeping and/or accounting desired. Must be able to pass police background check and drug screening.
