This is a responsible, professional, and supervisory position. The Impound Lot Supervisor oversees the activities of the Impound Lot, administers various computer systems including word processing software, impound software, multiple records keeping systems, payment systems, and telecommunications lines. The individual provides support services and resources for the effective processing of all impounded vehicles including intake/release of vehicles, title work and auctions. The Impound Lot Supervisor is responsible for handling various confidential materials such as police records, personnel files and financial information. This position includes the supervision of clerical staff at the impound lot with responsibility for the direction of work and manner of accomplishment. The individual reports directly to the Chief of Police or his/her designee.
Minimum Qualifications:
Graduation from high school and at least five years experience performing progressively responsible work in the clerical and data processing areas, preferably with at least one year in a supervisory capacity, or an equivalent combination of education, experience, and/or training which provides the required knowledge, skills, and abilities. Specific training provided by equipment vendors and on-the-job training.
Unique Requirements / Physical Requirements:
Manual dexterity and visual acuity are required for data processing/word processing duties. Capacity for abstract reasoning is required for understanding, writing, and executing simple to complex computer programs. Ability to analyze situations and develop workable solutions and present ideas effectively, orally and in writing in technical and administrative reports as determined by the Chief of Police. Ability to establish and maintain effective working relationships with elected officials, departments, City employees, other agencies and the general public. Ability to supervise departmental staff.

Description of Work:

Assists the Chief of Police or his/her designee in creating and enforcing the rules and regulations for the administration of the operations under his/her supervision.
Assists the Chief of Police or his/her designee in developing, coordinating, evaluating, managing, and encouraging the implementation of various programs for the department by administering computer systems including PCs, laptops, printers, etc. Performs such activities as follows:
Attends manufacturers’ training sessions to learn capabilities of hardware and software purchased and used by the City. Attends training sessions unique to impound procedures, including records retention. Performs daily and weekly audit of systems to ensure proper functioning for users. Monitors systems to remain aware of versions of software currently running, to know how many users can simultaneously access the system and to recognize and respond to error messages as they appear on the console. Ensures proper records retention is maintained. Determines when service is required to repair hardware and places service calls when necessary and explains mechanical problems whenever possible.
Manages and supervises the operation of the Canton Police Impound Lot which may include the following activities:
Supervises all clerical employees at the Canton Police Impound Lot. Oversees all data entry activities performed by subordinates. Determines vehicle processing priorities and assigns tasks accordingly. Reviews work of subordinates on a daily basis to ensure accuracy and completion of work as assigned. Trains and evaluates clerical employees. Establishes work standards and procedures for the division. Occasionally completes vehicle processing tasks to assist staff with intake and release of vehicles. Develops and implements procedures to ensure the effective operation of the Canton Police Impound Lot. Ensures proper records retention of impounded vehicles is maintained. Disburses information and/or records, as required by Police Department bureaus, including but not limited to BCI and NCIC and LEADS audits. Responsible for court subpoenas that relate to the police records and testifies in court to their accuracy. Responsible for compliance with state laws that relate to public record mandates and proper processing of impounded and forfeited vehicles. Responsible coordination with the Record Room Supervisor for daily cash receipting of monies received from the general public. All complaints from the public about customer service and impound disputes will first attempt to be addressed by the Impound Supervisor prior to notifying the Traffic Lieutenant.
Submits requests for the purchase of materials, supplies and equipment for the Police Impound Lot.
Identifies problems and potential problems, and recommends solutions to senior management. Provides detailed information and guidance to employees in personnel matters. Resolves employee complaints, grievances, and discipline according to the collective bargaining agreement and/or the City’s policies and procedures.
Prepares and maintains records and reports delineating the activities of the position. Compiles monthly and annual reports as prescribed by the Chief of Police.
Coordinates efforts with various other departments.
Discusses operational and departmental problems with managers of other City organizations, employee groups, and individual employees.
May represent the Police Impound Lot before City Council, the administration, employee organizations, the press, and civic groups.
The Impound Lot Supervisor is responsible for ensuring the compliance and completion of all required training and certifications related to the Impound Lot, including EPA testing and compliance and LEADS and CJIS Compliance.SHOULD TEN OR FEWER QUALIFIED APPLICATION BE RECEIVED, NAMES WILL BE PLACED ON AN ELIGIBILITY LIST IN ACCORADANCE WITH THEIR APPLICATION FILING DATE.
