Salary Range:  $86,704 - $127,317 Annually ( $10 - $20/hour in benefits)

GENERAL STATEMENT OF DUTIES:
This is a responsible professional and managerial position.  An employee in this classification assists with the direction, management, and administration of the sanitary and storm sewer collection systems, which includes supervision, policy development, procedures, personnel safety, purchasing, training, and hiring.  The individual assists the CSD Superintendent in planning and administering the operation of the collection systems for the City; this involves responsibility for continuous research and analysis of the City's collection systems in accordance with frequently changing conditions in accordance with State standards for system operation.  The individual may handle confidential materials such as personnel files.  The Assistant Superintendent is responsible for the assisting with the direction of work and manner of accomplishment of the departmental staff.  The individual reports directly to the CSD Superintendent. 

DISTINGUISHING FEATURES OF THE CLASS:

ESSENTIAL FUNCTIONS:
Performs supervisory, managerial, and administrative functions within the collection system as described in the above General Statement of Duties.

DESCRIPTION OF WORK: 
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.

Assists the CSD Superintendent in administrative responsibilities and duties.
Responsible for assisting the CSD Superintendent in creating and enforcing rules and regulations for the administration of the operations under his/her supervision.

Responsible for assisting the CSD  Superintendent in developing, coordinating, evaluating, managing, and encouraging the implementation of various programs for the collection systems.  
In the absence of the CSD Superintendent or under his direction, responsible for any and all necessary tasks or duties of the CSD Superintendent concerning the operation of the collection systems. 

Manages and supervises the operations of the collection systems and the activities of the staff.  
Assigns areas of work and performs frequent inspections to ensure that collection systems operational standards are met.  Must ensure that performance standards are met.

Exercises responsibility with mechanical operations of the collection systems.
Responsible for assisting in reviewing and evaluating the mechanical operations of the entire collection systems including all lift stations.  Responsible for developing and adhering to set maintenance schedules necessary to keep the system and all associated equipment in operable condition.  Reviews operation reports and other documents to maintain regulatory compliance. Responsible for monitoring maintenance operations.  Ensures that short-term and long-term maintenance programming is outlined and tracked.  Ensures that continuous evaluations for improvement or equipment replacement occurring. Generates work orders and follows up on assignments and their completion.  Verifies receiving of materials, parts, and equipment received and issued.  Checks inventory for adequate supplies, parts, and equipment on hand to assure prompt repair of the collection systems equipment.  May authorizes purchase of parts and supplies on blanket purchase orders.   Assures adequate supply of gasoline and diesel fuel for system vehicles and equipment.  Maintains supply of lubrication for equipment.

Responsibility for oversight in purchasing.
Procures necessary replacement parts and supplies in an efficient and effective manner.  Consults with the CSD Superintendent in situations involving competitive bidding.   May occasionally write and produce specifications for large strategic equipment.  May assist the CSD Superintendent in negotiating with a supplier or contractor to resolve conflicts.

Responsible for assisting in research and industrial pretreatment.
Assists the CSD Superintendent and/or Industrial Waste Supervisor with routine research to determine potential industrial sources causing operational problems at  WRF.   

Assists the CSD Superintendent with special collection system projects as necessary.
In the event that the City utilizes consulting firms for special projects, assists the CSD Superintendent in transference of concepts, ideas, and proposals. Attends meetings as necessary.

Keeps abreast of Federal and State EPA requirements.  
Keeps current on changes in Federal and State EPA regulatory requirements.  Responsible for staying current with EPA program changes and new developments in the collection systems field.  May be required to attend several seminars per year.  Reads periodical trade journals and magazines.

May authorize budget money to be spent.  
Makes recommendations to senior management on the departmental budget.  Determines equipment and supply needs.  Obtains quotations for repair of major equipment by outside firms by defining scope of work needed, evaluates the quotations, initiates requisitions for purchase orders to the appropriate company, and follows through on work to its completion. 

Identifies problems and potential problems, and recommends solutions to senior management.  
Provides detailed information and guidance to employees in personnel matters.  Resolves employee complaints, grievances, and discipline according to the Collective Bargaining Agreement and/or the City's policies and procedures.  Responsible for training subordinate personnel.

Supervises staff activities on a daily basis.  
Responsible for assisting in the direction of work and manner of accomplishment of the departmental staff.  
Trains subordinate employees.

Coordinates efforts with various other departments.  
Places orders for purchases with Purchasing Department; works with Engineering Department to resolve collection systems operational problems.

Discusses operational and departmental problems with managers of other City organizations, employee groups, and individual employees.  Handles confidential materials such as personnel files and financial information.  Prepares and maintains records and reports delineating the activities of the department.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:  
Thorough knowledge of Federal and State acts governing the operation and maintenance of municipal sanitary and storm sewer collection systems.   Ability to make detailed professional investigations and develop reports for the improvement of system operation.   Knowledge of equipment and materials and applicable equipment maintenance and repair.  Ability to prepare technical and administrative reports.   Ability to analyze situations and develop workable solutions.  Ability to present ideas effectively, orally and in writing.  Ability to establish and maintain effective working relationships with elected officials, department heads, City employees, other agencies, and the general public.  Ability to assist in the supervision of the departmental staff. Knowledge of basic computer skills including inventory, maintenance record keeping and spreadsheet applications. 

MINIMUM QUALIFICATIONS: 
Graduation from high school; completion of college-level courses in sanitary engineering or a related field; extensive responsible experience in wastewater collection system operation and management; or an equivalent combination of education, experience and/or training which provides the required knowledge, skills, and abilities.  Must possess a Wastewater Collection System Class II Certificate, a Wastewater Operator Class III Certificate issued by the Ohio Environmental Protection Agency, a Professional Engineer’s License or a minimum of five (5) years equivalent experience.

Repeating an Exam:  
Per OAC Rule 123: 1-9-01, an applicant who has competed in a civil service examination cannot repeat that examination or take an examination for the same classification within FOUR MONTHS from the date of original examination, unless an alternative form of examination is given, or unless other standards are specific in the examination announcement.

A member in good standing of a reserve component of the armed forces of the United States, including the Ohio National Guard, who successfully completes the member’s initial entry-level training shall receive a credit of fifteen percent (15%) of the person’s total grade given in the examination in which the person receives a passing grade.
