What are the responsibilities and job description for the Boiler Inspector (Temporary) position at City of Buffalo?
An incumbent to a position in this class performs scheduled regulatory safety inspections of high and low pressure boilers to insure their safe operating condition in accordance with requirements of State and Local codes. Inspections for violations may also result from complaints/accidents. Since the Boiler Inspector is responsible for the enforcement of State and Local regulations and codes, he deals directly with individuals who are responsible for boiler operations. He explains the purpose of the inspection and answers any questions. At the end of the inspection, the Boiler Inspector discusses any and all violations and recommendations are made as to remedial action needed to be taken. This position is non-supervisory in nature, working under the immediate supervision of the Director or Assistant Director of Housing and Property Inspections. The incumbent receives work assignments and instructions and work is evaluated by checking reports and during staff conferences.Conducts inspections of high and low pressure boilers to ascertain condition and method of operation;
-inspects second-hand boilers offered for sale;
- conducts tests and makes calculations to determine the bursting point and safe working pressure of boilers;
- performs inspections to determine the condition of braces, straps, tubes, shells and other internal and external boiler parts;
Reviews plans for steam boiler installations for compliance with State and local codes;
Issues permits for operation at specified pressure and collects fees;
-determines maximum pressure;
Calculates heating surface and horsepower of boilers;
-applies hydrostatic pressure tests and computes various strength and efficiency factors of the boilers inspected;
Inspects automatic control and firing devices;
Interprets State and Local Boiler Codes for interested parties;
-advises management of violations and suggests methods of correction;
-assists in the prosecution of violations of steam boiler codes;
Maintains records of all inspections;
-prepares and submits written reports of inspections;
Studies technical engineering literature concerning the care and development of high and low-pressure boilers;
Drives to and from inspection sites;
Performs related work as required.PROMOTIONAL
Continuous and permanent status as a SENIOR FIRST CLASS STATIONARY ENGINEER,
for ONE YEAR. Must have an additional THREE YEARS of full-time experience in the operation and maintenance of boilers; ONE YEAR of which must have been in the inspection of boilers.
OPEN COMPETITIVE
(A) FOUR YEARS of full-time experience at the skilled worker level as a Boilermaker, Boiler house Mechanic or boiler installations;
OR
(B) THREE YEARS of full-time experience as a Stationary Engineer responsible for the operation and maintenance of boilers; ONE YEAR of which must have been in the inspection of boilers;
Special Requirement for Promotional and Open Competitive
1.) Possession of a current Chief Stationary Engineer's License issued by the City of Buffalo in accordance with city ordinances and must be presented at time of filing application and maintained during employment;
2.) Possession of a current NYS Driver?s License, which must be presented at time of appointment and maintained during employment
