JOB SUMMARY/OVERVIEW OF THE POSITION: Under general supervision, the Stormwater Technician performs entry-level tasks related to the installation, maintenance, inspection, cleaning, and repair of open and closed stormwater conveyance systems, streets, curbs, gutters, and related infrastructure. Work requires use of hand and power tools, light and heavy equipment, and adherence to safety standards. The position may involve maneuvering through vegetated or confined areas and performing physically demanding tasks. This position is designated as essential personnel and will be required to work during emergency operations, including severe weather events and natural disasters. Employees must participate in emergency preparedness and response activities, and complete required NIMS (National Incident Management System) training as directed.

ESSENTIAL JOB FUNCTIONS:

  • Assist with the inspection of stormwater Best Management Practices (BMPs) and system components.
  • Participate in installation, maintenance, cleaning, inspection, and repair of stormwater systems; perform hands-on tasks requiring limited technical skill.
  • Remove dirt, concrete, asphalt, and other materials; dig trenches and lay pipes.
  • Repair or replace broken or leaking gravity storm sewer lines, subdrains, and manholes; assist in inspections of structural components.
  • Load, stack, organize, and transport pipe; operate air hammers, chop saws, chain saws, weed eaters, concrete mixers, and other equipment.
  • Maintain stormwater inlets, headwalls, ditches, creeks, ponds, and lakes; remove debris and vegetation.
  • Perform routine maintenance in warehouse and equipment yard; ensure all equipment is operational and report unsafe or irreparable equipment.
  • Read and interpret repair and construction plans; use GIS, atlases, and Diamond Maps to locate stormwater structures.
  • Wear and use proper personal protective equipment (PPE); adhere to safety standards and protocols.
  • Assist in compliance and enforcement of stormwater management programs and ordinances.
  • Investigate and assist in eliminating illicit discharges and illegal dumping.
  • Perform other related duties as assigned.

  • Operating various motorized equipment
  • Reading and interpreting atlases, plans, and specifications
  • Performing mathematical problems with speed and accuracy.
  • Establishing and maintaining good relationships
  • Dealing tactfully with the public
  • Operating a computer with general proficiency
  • Learning the basic principles of civil engineering should include the ability to read and comprehend structural design drawings.
  • Ability to maneuver through stormwater management and drainage facilities, sometimes heavily vegetated.

MINIMUM REQUIREMENTS LISTED AS FOLLOWS:

PHYSICAL SKILLS: Use of both hands with majority of fingers in each hand. 20/40 vision (in at least one eye) and be able to hear and understand and verbally communicate in English at normal conversational levels in a typical governmental office (corrective devices acceptable). Occasional light lifting and/or carrying, bending, stooping, working, standing and pulling. Must be able to easily carry (55) lbs.

EDUCATION, TRAINING AND EXPERIENCE:

  • • High School Diploma or GED required; Associate’s degree preferred.
  • Minimum of one (1) year experience in stormwater maintenance, watershed management, water quality monitoring, or equivalent training/experience.
  • An equivalent combination of education, training, and experience may be considered.

LICENSES, CERTIFICATIONS OR REGISTRATIONS:

  • Valid Florida driver’s license and insurable by the City’s insurance.
  • Within six (6) months of hire: obtain Florida Department of Environmental Protection (FDEP) Sediment and Erosion Control Certification.
  • Within one (1) year of hire: obtain Florida Stormwater Association (FSA) Level I or Florida Water and Pollution Control Operators Association (FWPCOA) Stormwater Class C Certification.
