The Senior Project Manager (SPM) serves a critical role for the Brooklyn Park Economic Development and Housing division. Projects this position are responsible for include housing finance projects, business subsidy projects (including state and county financing programs) and deployment of the developer support program. This also includes managing several internal projects such as the city’s trail implementation plan, managing financing assistance for the City’s naturally occurring affordable housing (NOAH), assisting with pandemic recovery work and several other economic inclusion initiatives
The person in this position must have extensive experience and knowledge of complex real estate development projects and public financing tools, ideally in government setting.

Bachelor's degree in housing, planning, economic development, community development, urban studies, public administration or other related field, or equivalency.
Experience
Five (5) years of related experience which includes two (2) years in leading complex real estate development projects, ideally in a government setting.
Licenses/Certifications
Valid driver's license.

An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

- Provides leadership and guidance for EDA projects that are new, highly complex or particularly sensitive. Serve as an overall lead for EDH projects.
- Develops processes for and oversight of systems to manage contracts, grants, and reporting.
- Provides guidance and leadership into complicated real estate transactions to assess and decide to proceed with opportunities that align with City goals.
- Provides guidance on presentations and materials for EDA meetings and the City Council, produce materials for the EDA and City Council meetings and make presentations to the EDA and City Council.
- Provides guidance and direction to EDH team members regarding projects, workflow, and priorities.
- Ensures that materials for City Council and EDA meetings align to required timelines and standards.
- Provides guidance and recommendations for financing structures in complex real estate transactions.
- Provides guidance and input into development of EDH priorities and projects.
- Builds relationships, connects stakeholders, coordinates among agencies, and consistently represents the interests of the City during all projects.
- Coordinates among city staff across the organization to ensure all groups are working and planning projects together.
- Participates in internal and external work groups as a representative of the city.
- Performs other duties as assigned.

- Experience working with and in racially and ethnically diverse communities. Experience and commitment to authentic community engagement/input into significant development opportunities.

- Read, interpret, and explain local, state, and national codes and regulations.
- Ability to communicate clearly, concisely, and effectively, both in verbal and written formats.
- Knowledge of and ability to use Microsoft Office Suite and position specific software.

Desired Qualifications:
- Experience managing complex real estate development processes and working with developers.
- Knowledge of and experience in housing financing programs such as Low Income Housing Tax Credit, Minnesota Housing programs.
- Knowledge of and experience in business financing programs such as Minnesota Investment Fund and the Jobs Creation Fund.
- Knowledge of and experience in innovative financing approaches.
- Demonstrated cultural competence and comfort with supporting the city’s strategic objectives for advancing racial equity.
- Fluency in Spanish, Hmong, Russian, Somali, Lao or Vietnamese language(s).

- Core business hours are set by departments based on operational needs. Alternative schedules can be arranged, but must comply with the City’s Alternative Work Arrangement policy.
- Position is an exempt, full-time, benefited, non-union position that will work a flexible schedule that includes a standard eight-hour work day, Monday-Friday. Occasional evening hours may be required, including attendance at monthly Economic Development Authority meetings.
