The Supervisor of Streets and Parks is a leadership position that reports to the Deputy Director of Public Works. 

This position is responsible for the supervision, planning, and management of facilities, personnel and operations of the street, traffic control, park and storm sewer maintenance and forestry divisions and assists with central garage division of the Public Works Department to ensure maximum efficiency, economy, and effectiveness in providing and maintaining high quality service to the public. This position reports to the Deputy Director of Public Works. 

We are filling one exempt position for Public Works at this time. 

Streets/Parks

  • Supervises the maintenance of streets, alleys, sidewalks, trails, boulevards, streetscaping and landscaping, traffic control, storm drainage systems, street lighting, forestry and park maintenance and related facilities.
  • Plans, schedules and supervises snow and ice control operations for streets, sidewalks and trails.
  • Supervises the maintenance of parks and park facilities.
  • Enhances community image through streetscaping, landscaping, repair, replacement and rotation and trash, debris and miscellaneous removals.
  • Responsible for NPDES inspections and reporting. Supervises and manages the storage of materials and equipment within and around the cold-storage facilities.
  • Assists the central garage division with updating the equipment replacement schedule and preparing equipment specifications.
  • Plans, schedules and monitors short- and long-term projects and maintenance processes.
  • Performs routine inspections of equipment, facilities, systems and properties to remain aware of work requiring accomplishment on short- and long-term basis.
  • Investigates citizen complaints, recommends appropriate solutions and implements solutions as needed.
  • Conducts research including data gathering and makes recommendations for improving day-to-day work operations.
  • Assists with preparing the street maintenance, traffic control, park facilities, forestry, storm sewer utility and street lighting budgets and handles purchasing for the divisions.
  • Prepares request for quotes and proposals to procure goods and services.
  • Maintains records as appropriate regarding personnel, materials, equipment, federal and state laws and City policies.
  • Monitors the street maintenance, traffic control, park facilities, forestry, storm sewer utility and street lighting operational budgets and authorizes expenditures in compliance with the approved policies and procedures.

Supervision

  • Supervises street and park maintenance full time and part time employees.
  • Reviews and evaluates the performance of personnel, provides positive reinforcement and constructive directives, and recommends disciplinary action as necessary.
  • Keeps divisional personnel informed of current City policies/procedures and accountable for their job responsibilities.
  • Establishes objectives and prepares daily work schedules identifying crews and other resources necessary to complete anticipated work.
  • Plans the training of full and part time employees with respect to equipment operation, safety requirements, work procedures, etc.
  • Provides direction to work crews in completion of daily tasks to ensure effective time and resource utilization.
  • Assists in hiring of full time and seasonal/temporary public works employees.

General

  • Knowledge of local, state, and federal rules and regulations pertaining to assigned areas of responsibility.
  • Assists the engineering division in the development of capital improvement project plans and specifications and participates in construction inspection and project management as necessary or requested by the Director of Public Works or City Engineer.
  • Reviews, evaluates, and develops procedures, practices, and policies implementing changes that increase the efficiency and effectiveness of the operations and environmental responsibility.
  • Enforces safety and environmental rules and regulations.
  • Keeps Deputy Director of Public Works and Director of Public Works informed of significant activities and developments.
  • Evaluates and coordinates the appropriate response to emergency and call-back situations.
  • Attends industry-related and civic organization meetings as requested by the Deputy Director of Public Works or Director of Public Works.
  • Creates reports and documents as requested.
  • Assists with other divisions as needed.
  • Performs other duties as assigned or apparent.
  • High School Diploma or equivalent.
  • Valid Minnesota Driver’s License (or ability to obtain within six months of employment).
  • Five years supervisory experience in comprehensive Public Works Department or related field with progressively responsible experience in supervisory duties.

Desired Qualifications

  • Experience in streets and parks maintenance, forestry and traffic control.
  • Experience in maintenance and repair of light and heavy equipment.
  • Experience in using basic computer applications such as word processing, spreadsheets, and e-mail.
  • Continuing education in public works and supervisory coursework.
  • Ability to speak, read or write any language other than English, including sign language.
  • American Public Works Association (APWA) certification, or two years of college/vocational school credit in public works or engineering related curriculum.

Communications:

Must have the ability to actively listen to others for understanding of their needs and situations; ability to speak and write English clearly. Must have the ability to communicate effectively with persons who do not speak English and are from a variety of different cultures.  Must be able to effectively and accurately compose, read and understand correspondence, memoranda, and directives, and follow such directives. Ability to read labeling on products in accordance with safety regulations. Must have the ability to communicate in emergency situations and to report problems to supervisor, proper agencies or authority. Must have understanding of personnel policies and ability to relate these to staff in an effective manner.

Must be able to act in a decisive manner, using good judgment. Must be able to assess problems and situations, anticipate needs and evaluate alternatives. Must have knowledge of the utilization of appropriate resources and the willingness to communicate the use of available resources.

Interpersonal Relationships:

Must be able to work in cooperation with other staff members. Must be consistent in dealing with people and must have the ability to accept criticism and/or discipline. Must be able to establish and maintain effective supervisory relationships with other employees and positive public service relationships with members of the general public. Must be able to effectively supervise staff in division.

Must represent the organization to other agencies and citizens with a courteous, helpful and accurate business-like attitude. Quality of Work:

Must be able to operate in an efficient and safe manner with all equipment and vehicles required for this position and in accordance with City policy and direction. Must be able to demonstrate initiative and independence in completion of work responsibility. Must be able to produce quality, accurate work; detect and correct errors; and utilize work time properly and productively.

Technical Knowledge:

Must have working knowledge of parks, streets, storm sewer, traffic control, forestry and vehicles. Must have thorough knowledge of all maintenance equipment necessary to efficiently operate the Public Works Department and the ability to request needed equipment in annual budgets and write specifications. Must have the ability to use a computer and relative software applications. Must have complete knowledge of procedures and personnel requirements for completion of day-to-day objectives. Must have the ability to appropriately identify the areas of training needed and take action to complete such training.

Physical Abilities:

Must have the ability to frequently lift objects up to 35 pounds from floor to shoulder height. Must occasionally lift over 35 to 75 pounds from floor to waist. Must be able to infrequently lift items from floor to shoulder height that weigh up to 100 pounds. In order to complete the essential duties, this position requires frequent standing, walking, bending, stooping, crawling, reaching above shoulder level and away from the body, kneeling, twisting, turning, accurate balance, pushing, pulling and lifting on a regular basis. Must be able to use hands for simple and firm grasping frequently and occasionally for fine manipulation. Must have the ability to read and discern visual images and written documentation. Must have the ability to occasionally work with electrical and/or pressurized equipment. May work with a wide variety of equipment essential to complete assigned duties. Frequently uses chemicals in all areas of work. This position works both in the outdoor and indoor environment year round. Must have the ability to work a varied schedule as assigned.
