The City Clerk for the City of Brooklyn Center is responsible for managing a set of business processes critical to the overall success of the organization including maintaining official City records, ensuring compliance with MN data practices, municipal licensing, and administering elections in collaboration with Hennepin County. The City Clerk also plays a key role in providing support to the City Council by preparing meeting materials, meeting minutes, and general administrative duties.
The City Clerk reports directly to the Deputy City Manager with a strong working relationship with the City Manager.
City Council and City Advisory Commissions
·Coordinates council correspondence, meetings, and other activities.
·Attends City Council meetings and other meetings as needed.
·Ensures coordination, maintenance, and accuracy of council minutes, resolutions, and other official documents.
·Oversee the City Council agenda preparation process.
·Posts council/commission notices as required by open meeting laws.
·Coordinates the nomination/appointment process for city advisory commissions.
·Drafts ordinances, resolutions, and policies as needed.
Elections
·Serves as the City’s Election Official and administers elections.
·Ensures elections are handled in accordance with state, federal, and county regulations.
·Oversee all activities related to City election including notices, candidate filing, absentee voting, materials, and certification of process.
·Coordinates polling places.
·Supervises the recruiting and training of election judges.
Management/Supervision
·Collaborates with other departments to provide excellent and responsive public services.
·Direct the daily duties of staff and the Office of the City Clerk.
·Develop and present to the Deputy City Manager the annual budget and goals for the Office of the City Clerk.
·Actively participate in the management team of the Department of Administration.
·Supervises the Deputy City Clerk, Administrative Assistant and other staff as needed.
·Provides or coordinates staff training related to the clerk's office.
·Conducts performance reviews on direct reports.
Records Management
·Maintains official City records, including storage and disposition.
·Supervises the City’s records retention system.
General
·Represents the city in a responsive and professional manner in all interactions.
·Handles all City Clerk responsibilities as stated in City Charter and Ordinance.
·Responds to information requests from the public and other government agencies.
·Keeps current with regulations, laws, etc. in accordance with but not limited to elections, open meetings laws, licensing and general government operations.
·Assists with maintaining the City’s website in areas related to the City Clerk Division.
·Schedules and coordinates meetings and activities.
·Performs all duties related to the issuance of all City licenses.
·Responsible for publication of ordinances and other official documents.
·Ensures bids are accurately publicized in accordance with laws.
·Maintains petty cash system.
·Maintains and secures official City seal.
·Attend meetings as needed.
Bachelor’s degree in public administration, business administration or related field or five years’ experience as Deputy/City Clerk.
Experience taking minutes and organizing meeting materials.
Election certification or ability to complete by the beginning of an election cycle.Experience working with the public and providing high levels of customer service.
Knowledge and demonstrated proficient computer skills including Microsoft Office (Word, Excel, Access, PowerPoint).An equivalent combination of education and experience may be used to qualify candidates.
Desired Qualifications
Experience as a City Clerk.
Completion of State Municipal Clerk Certification or ability to complete.
Experience with licensing, records retention, coordination of meetings, handling minutes.
Considerable knowledge and experience with election procedures and operations.
Supervisory Experience.
Fluently speak, read, or write any language other than English, including sign language.
