DEFINITION
The Utilities Locator position manages the City’s utility locate program and requests from Colorado 811 by identifying, locating, and marking the location of City utilities (e.g. potable water, non-potable water, Sewer, Storm) to avoid damage, injury, and interruption of service during construction. Work varying shifts and schedules, including on-call, as needed and required by supervisor. Some overtime will be occasionally required and assigned as necessary. This position must work well independently and with teams, while providing excellent, respectful customer service and human relations skills which support the City of Brighton's mission and values.
SUPERVISION EXERCISED AND RECEIVED
Receives general supervision from the Foreman (Distribution, Collections or Meters), as assigned. The Utility Locator does not supervise others.
EXAMPLES OF ESSENTIAL RESPONSIBILITIES AND DUTIES
Perform utility locates, including:
Perform on-call duty as required (e.g. Emergency Locates, Water Main Breaks, Sewer Back Ups, etc.).
Performs semi-skilled and skilled maintenance duties in Maintenance Operator capacity in all areas of the utilities systems (distribution/collection/stormwater) as needed.
Other duties as assigned.
EDUCATION AND TRAINING
Required:
High school diploma or GED;
Minimum of three (3) years’ experience as a Utilities Locator, or related experience and proficiency
Possession of a Colorado Certified Water Professionals (CCWP) Class I Wastewater Collections (1) or Class I Water Distribution (1) certificate
Preferred:
Possession of Class B CDL (1)
Possession of a Utility Locator Certification (1)
Advanced certification for this position (1)
PHYSICAL REQUIREMENTS
Must be able to work in all natural weather conditions (snow, heat, cold, rain, etc.).
Must be able to lift up to 100 lbs. occasionally and up to 50 lbs. frequently.
Must be able to lift and carry up to 80 lbs.
Frequent driving at various times of the day is required.
Must be able to sit, stand, kneel, stoop and generally must be able to utilize a variety of physical postures in order to perform job duties.
Must be able to perform manual labor for extended periods of time.
Must be able to hear, talk, see, smell and feel.
SPECIAL REQUIREMENTS
Possession of a valid driver’s license with safe driving record.
Bilingual English/Spanish preferred.
Ability to complete FEMA ICS 100 and IS 700 training within six (6) months of hire.

EXAMPLES OF ESSENTIAL RESPONSIBILITIES AND DUTIES
Perform utility locates, including:
- Must be knowledgeable with the use of locate equipment
- Work independently on field locating and inspection, making decisions exercising technical judgment, and taking remedial action, when needed, performing necessary field tests to verify compliance and quality assurance with technical standards
- Comply with Colorado’s OneCall Law
- Review locate tickets to ensure requestors are complying with City’s contactor licensing and permitting requirements
- Create maps using GIS software to send in response to Engineering and SUE (subsurface utility engineering) locate ticket requests
- Communicate with various stakeholders and team members.
- Participate in meetings on projects that are assigned, which may include construction projects, capital improvement projects, and utility locate specific projects
- Coordinate activities with other departments and divisions to ensure that compliance with all applicable City standards and specifications are met, as it relates to utility locates
- Explain ordinances, codes, regulations, and policies to contractors, homeowners, and other interested parties
- Investigate and answer requests, suggestions, and complaints from superiors and citizens.
