This position:
Performs financial management of significant capital assets and annual budgets. Directs and authorizes purchases. Oversees and administers service contracts and lease agreements, evaluates competitive bids and selects vendors and suppliers. (10%)
Participates in long-range department and facility planning, project design and development of goals and objectives. Reviews, interprets and provides technical advice on engineering design, technical memorandum and departmental correspondence. Researches emerging trends and technologies. Selects and implements new programs and processes. (10%)
Develops and administers operational and safety procedures, best management practices, and emergency, security and data management plans. Reviews and advises on policy administration and development. (10%)
Facilitates, coordinates and develops inter-agency and public relations. Responds to public inquiries and complaints. Ensures facilities are safe and accessible for public tours and educational activities. Attends irrigation district, neighborhood and homeowner association meetings. Serves on committees and boards and acts as city representative as directed or authorized. (10%)
Supervisory Responsibilities: Employees in this position are authorized to recommend and/or effect the full range of duties (with appropriate managerial review), including hiring, performance evaluations, transferring, promoting, assigning of significant duties, rewarding, disciplining, and terminating employment; exercise independent judgment to direct others work and have the authority to take corrective action; and, utilize people skills to communicate, motivate and direct or oversee a person, group, department, or organization. Working Environment
The work environment will include inside conditions, outdoor weather conditions, extreme temperatures, wet and humid conditions, areas of dust, odors, mist, gases or other airborne matter. Employees are exposed to mechanical and electrical hazards and work in/at heights. Employees will also drive a vehicle as part of this position. Work includes protected exposure to infectious bacteria, bodily fluids and chemicals. Employees work in industrial areas and are exposed to mechanical, electrical, hydraulic, and vehicle hazards. Employees and are subject to slip hazards caused by ice/snow in winter, wet floors, uneven and undeveloped work surfaces. May work at remote or isolated facilities a considerable distance from supporting resources.
This position works: after hours, on weekends, and holidays as warranted by business necessity.
This position:
- Manages the operations, maintenance and administration of advanced water renewal (wastewater treatment) facilities and other public works utilities as required
- Protects the health, welfare, and financial viability of Boise and downstream communities by preventing the discharge of pollutants into the Boise River
- Work is performed under general direction and requires considerable independent discretion in decision-making

- Bachelor’s Degree, course work, or trade certification in water resource management, environmental science, utility management or related field
- 7 years of progressively responsible experience in the operation and maintenance of a large wastewater treatment facility
- 3 years of supervisory and administrative experience
- Or an equivalent combination of education and/or experience
- Methods, practices and technologies used in operating and maintaining a large, industrial wastewater treatment facility
- Federal, state and local laws pertaining to environmental water quality standards
- Theory, principles and methods of civil engineering as applied to the design and construction of industrial facilities
- Physical, chemical, biological and technological concepts of wastewater treatment and nutrient recovery processes
- Administrative principles and methods including program development and implementation
- Principles and practices of budget preparation, administration and purchasing practices
- Principles and practices of effective management and supervision
- Industrial hazards and safe working practices
- Plan, assign, direct and coordinate a variety of functional specialties with overlapping work areas
- Manage and direct a large, complex wastewater treatment operation and facility
- Select, motivate and evaluate staff and provide for their training and development
- Read and interpret blue prints, O & M manuals and technical writings
- Analyze complex lab and operational data and implement effective process control changes
- Exercise independent judgment and initiative within general policy guidelines
- Evaluate, interpret and apply federal and state regulations
- Interpret and enforce industrial safety rules and procedures

- 10 years of progressively responsible experience in the operation and maintenance of a large wastewater treatment facility
- 5 years of supervisory experience
- Or an equivalent combination of education and/or experience
- Valid driver’s license
- Wastewater Treatment Operator’s Level IV license issued by the Idaho Bureau of Occupational Licenses (IBOL), within 6 months of appointment
- Ability to obtain and comply with annual continuing education requirements for license renewal
